City of Heros failing to launch

It constantly gets stuck at "Loading", and will not progress to the login screen. NCSoft's Launcher is apparently working properly, but City of Heroes gets stuck in a loop, using 50% of the processor without progressing.

I CAN launch in Safe Mode, however, any attempt to increase the resolution from the crappy 800x600 base or launching in not-Safe Mode ends up with getting stuck at "Loading" again.

Does anyone have any idea what might be causing this? Other games work just fine, including competing MMORPG titles.

I've gotten through all the recommended tech support steps, submitted a ticket, run through multiple diagnostic scans, followed the steps tech support suggested, but now they're out of the office and non-responsive.

I've got an evga GTX465 with 1 gig of RAM, I'm running Windows 7 Ultimate x64, 8 gb of RAM and a 9550 Intel Core2 Quad. Up to today I have NEVER had a problem with City of Heroes.

Actually having the same issue right now.

Same Graphics Card, Vista 64 Bit, 6 gigs of ram, Intel Quad Core. And Never had this problem before a few minutes ago.

Have you tried resetting all the graphics options to the defaults and then upping them one-by-one from there?

Also assuming that you either have the latest drivers or haven't just changed drivers in the last couple of days?

Are you running the EVGA Precision tool? If so, turn it off. It's known to cause issues with the game.

If not, or if it doesn't fully resolve the problem, please post the logs for CoH Helper and HiJackThis. Instructions are in the stickied [Guide] Asking for technical help on the forums thread. Since you are running Windows 7, be sure to right-click CoH Helper and select Run as Administrator.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

This issue seems to have come up out of the blue. The last time anything "structural" changed on this computer was nine days ago, and the changes were all Windows Updates. I have not installed any new software or hardware since. I am not running Precision; I'm well aware of the problems and honestly City of Heroes wouldn't get much out of it anyway.

The errors started happening yesterday, after the NCSoft Launcher problems with the servers. I am NOT going to roll back security updates to play a game.

Since then I have updated video drivers, rolled them back to earlier versions, started in safe mode, launched with UAC off, and tried to increase *just* the resolution after each step, and failed to get anywhere.

I've reinstalled from scratch twice and from CD once, I've verified and reverified and consistency checked. Other OpenGL games work just fine. Other DirectX games work fine. I've doublechecked my net connection, I've reset the router and made sure the game is getting through the firewall.

Yes, those are the most up to date sound drivers available for that device.

Yes, that is 266.58 of the video drivers, currently. I've tried it with every available from that to the current 280.xx driver.

Could be related to the onboard Firewall and Network Access Manager.

Some firewall programs have trouble at times when an application executable gets updated and don't recognize it as being the same executable file that was given access permissions previously.

You may want to try going into all the nVidia NAM stuff and re-authorizing the executables for the game.

The only other thing I can see that "might" somehow cause a problem is all of the VMWare services running in that they may be redirecting something. I keep my VMWare stuff set to manual so that I don't have to worry about those types of things, and it's only on my laptop anyway. Since I see very few HJT logs with VMWare entries, it's "possible" that this could be be causing your issues.

One other thought just hit. I see an entry for a Netgear wireless adapter listed. Is this through a wireless connection? If so, can you connect it via ethernet to your cable modem/dsl modem/router or whatever you use to access the internet?

Removing VMware had no effect. Removing the Nvidia firewall had no effect. I cannot connect directly to the router; It's on a different floor, I do not have a couple hundred feet of cable, and I am not about to move my computer into the owner's home office.

I very much doubt it is a connectivity issue; I can connect in Safe Mode, as I said in the first post, but I cannot uncheck that "safe mode" box and have the client load.

It is entirely possible that it is related. In Safe Mode it is sending much less information because the graphics settings are much lower. It's entirely possible that it's flooding the network with the normal settings.

One of the tests I used to do at work (Technical Support for a manufacturer of wireless adapters and routers) was massive gaming sessions with several players over wireless and taking readings of the data packets sent and received, how many were dropped, etc. Distance and interference with the signal would always cause more drops. Heavy graphics data would often cause dropouts.

Except for the fact that I monitor my wireless connection. It normally hits between 243 and 300 mbps for Wireless N, and the actual physical distance separating the router and my adaptor is, oh, about eight feet. Vertical, so there's a little interference from the ceiling, but the thing is, if connectivity WERE an issue, I would be seeing these kinds of drops in other games. I'm not.

And using the NCSoft diagnostic tool, there's less than 4% packet loss round trip to and from the NCSoft servers. In fact, you know what? I'm going to post that.

And maybe you can spot something I don't.

Deleted this link, it's not needed anymore.

As predicted, it had nothing to do with connectivity. Here's how I fixed it.

In Windows 7, go into C:\Users\<username>\Appdata\Local\ and delete the NCSoft folder.

If the Launcher hasn't been uninstalled, uninstall it and reinstall after making sure C:\Users\<username>\Appdata\Local\NCSoft has been deleted.

Check Nvidia's forums, I have an ATI Radeon HD card and when they updated to 11.7, NC Soft launcher and game would freeze all the time. I rolled back the drivers to 11.4 and no issues. Not sure if this will help, but worth a try.

In Windows 7, go into C:\Users\<username>\Appdata\Local\ and delete the NCSoft folder.

I don't know how you figured this out but thanks! Worked perfectly. I'll have to make a note of this fix in case it happens again in the future.

You're welcome.

I would assume that somehow, one of the files in the C:\Users\<username\Appdata\Local\NCSoft directory got corrupted or that the NCSoft Launcher lost permission to access that folder. The cure then is to delete the directory and reinstall the launcher.
