Weakest AT/powersets
Poison. Anything Poison can do, other debuff sets can do with a vastly larger radius and/or autohit and/or faster recharge and/or stacking. That's why it just can't compete with Cold, Dark, Rad, Storm, Traps, or even Trick Arrow.
All Issue 21 changes for Poison is that it can't compete with Time either.
This thread is pointless as the clearcut answer to the question of what is the 'weakest' invariably seems to be 'whatever Starflier happens to enjoy playing'.
Which happens to be a Grav/Sonic controller, and a solo Emp/AR defender.

My release-era fire / fire tanker with an OMG bad build.
I heard there was a great T1 power in speed and took ... flurry.
I didn't build with with stamina in mind, so I had some end issues.
I had no idea that taunt was single target. Not that this toon needed aggro.
And ... I skipped burn
Otherwise, I deliberately took two sets that the forum crowd didn't like for CoV's launch, stone and EA. And made one. Some things were, hmmmm, challenging.
These days? I don't think any set stands out as uniquely awful (I would've said Poison a few weeks ago, but it seems to be getting buffed). What I will say is that is that one class of powers, cages, underwhelms.
And FF is still larded with situational / pointless powers even if, as a whole, the set performs pretty well.
I'm amazed people would claim Electric Armor as a contender for weakest powerset...
Maybe on a Stalker because all Stalkers are contenders for the weakest but on a Tank/Scrap/Brute, it is easily the most survivable powerset.
Just like everything else, with a little effort it can cap smashing lethal and energy defense but it also comes with the best resists to those damage types and some significant regen. It doesn't even have the Psi hole that Granite has...
Elec Armor is easymode.
However, the set is also the victim of the collective fantasy that knockback is a comparable debuff to something like -Regen or -Resistance when wielded by players with infinite levels of skill.

As to my vote for Weakest AT/Powersets, I say look no further than Elec/Devices. It's the definition of a bad combo, a damage-dealer AT limited to 2 weak ST attacks and 2 DoT AoEs. It's like being stuck in Nova form for 50 levels ^_^
But it has a fair bit of control with glue, ice, and emp arrow (and entangling and poison I suppose.)
And it has bucketloads of damage in oil slick. The recharge builds you can get now where oil slick is up every 44 secs or whatever are just good beyond words I think. You can do this nuke-level damage to an entire spawn and it is up very often.
It had its bad moments in the past before it was buffed and even now underperforms if viewed purely as a buff/debuff set. But if you view it as what it is it is fine.
