Use Mids hero designer. Once you get over the learning curve it's a great tool.
Honestly, I would start at the market in game. Go through each of the types (ranged attack, melee, heal, etc), click a recipe in a set and mouse over it for the set bonuses it gives. Obviously not the most enjoyable way to spend game time, but once you start to see how the sets work, most are repetitive and fairly intuitive once you dive into it.

Also, building a toon is fun too! Depends on what type and archetype.
Ex. Invuln(tanker/brute) - defense(soft cap is 45) 55for trials and 65+ for Lord Recluse in the STF. Then for global recharge/recov/hitpoints

Thanks all. Mid's had a great work up that helped. I also learned alot on the wiki page. I also stood in front of the poor Wentworth agent for about 2 hours. lol That time was cut down with the info from the other places.
I've got the starting point now, so now comes the fun with experimentation

Welcome back! Like fitz said, Mids is great. I would also suggest reading the AT forums right here on the officials. You can usually find builds and what they were built with in mind and use them as a good jumping off point.
/gignore @username is the best feature of this game. It's also probably the least used feature.

Sometimes it's "fun" to level up a toon in Mids and IO him out....never actually carry that over to the actual game because...well I don't have billions of inf. to buy purples/recipes that would work for every toon that I make

Hello. I am returning to the game after a long absence. (Going Rogue was just released.) I have come back and am having headaches trying to figure out what recipes are out there, which ones to create for my characters, and what sets are available and do what. Is there a place where this info can be found? Even places with partial info would be a good start. I am not finding anything through the search function, so I am turning to the friendly neighborhood forums of Liberty for any help. Thanks
