You're not going to solo GMs without temps/insps/lore pets ; on the other hand, any scrapper combo can solo GMs with temps/insps/lore pets.
That said, stuff with an aggro aura will have an easier time to do so. So that's Shield, Invul, and to a lesser extent WP (much weaker aggro aura, stuff will occasionally run every now and then). Shield is ridiculously easy to softcap to positionals, comes with full mez protection, high to capped DDR, good HP/resists, *and* boosts your offense, it's the obvious choice if you don't mind the look.
For AVs, I believe every scrapper combo should be able to solo these now, even something like spines/invul or whatever thanks to Reactive.
DM/SD used to be the top dog for AV soloing, the self heal comes in handy for Shield and the DPS was impressive provided you kept full fodder around. Nowadays, it's all still useful but the gap has lessened with stuff like Rebirth, Reactive and Lore pets. Of course, that means DM is free to pursue other things or stack even more, but bottomline is you can go with pretty much any primary and be able to solo most level 50 AVs/GMs without insps/temps, as a Shield scrapper.
I've seen vids on youtube of a Katana/Dark scrapper solo'ing AVs.
http://www.youtube.com/watch?v=YPJupcXuApkBut I think you can only argue for it being the best combination if speed is not a concern (my DPS is lowish). Also, the budget on that build is unreal, and it suffers somewhat at lower price points. And as Nihilii says, we can probably build any Scrapper combination into a no temps no insps AV soloer now. Some combinations lend themselves better to it, of course. I'd probably stick with the classic - Dark Melee/Shield Defense - if AV soloing was the purpose of the build. If it's just something you want to do every now and then, you might want more AoE than that combination will provide.

Since the pre-reqs for pool powers are being altered in i21 you can make a Fire/Shield with top tier DPS and fit in Aid Self without having to take Aid Other or Stimulant. That's worth thinking about!
Oohhhhh nice. I didn't think about that. Aid Self without having to take Aid Other. Niiiiiice.
I say go with a combo you don't see often!
So far, enjoying my FM/ELA Scrapper. Still working on completing the build and only level 41, but so far, looks promising!
IOing for S/L Defense (and on my build as much Resists as I can get ahold of) with enough recharge to run Scorch - Cremate - Scorch - Incinerate, with Lightning Field going, I should be doing about 180 DPS before Reactive is factored in.
Comes with a self heal, high resists (Grabbing Cardiac for more!), and Reactive for more damage. The only thing I haven't decided on, is which Destiny to go with.

Its not a durable build, despite Fighting and IO bonuses, and probably not suitable for AV's, but its packs ridiculous amounts of area damage, and has been a blast to play through 8 person missions with.
Its also quite a rare combination, I've yet to meet another one.
I've been playing the reverse, an Electric Melee/Fire Armor scrapper.

ELM/FA is a nice AOE machine. Never really put sets into it though to try to build for survivability.
I'd think it'd have the ST with Fiery Embrace and Burn as additional damage.
