A WP Tank with Physical Perfection certainly should NOT need the Cardiac Alpha as well. There is a lot of sub-optimal slotting in your build, that's why endurance is such a problem.
For instance, QR has a higher base value than Stamina, but you've consistently underslotted it. Maneuvers and Focused Accuracy are very high endurance toggles that are completely unslotted for end reduction. I'd drop FA altogether; a SS tank really has no need for it. Putting more slots in Manuevers will reduce the end cost and increae the defense it provides. On the other hand, there is absolutely no reason to five-slot Weave and HS, you're already over the ED cut-off with four slots so the fifth is just wasted. Obliteration does not provide much end reduction, I think Eradication would be a better choice in Foot Stomp.
Some of your other slotting is also rather baffling. Why use a Numina End/Rchg in Fast Healing or a Heal/End/Rchg instead of a Heal in HPT? They are both passives and endurance reduction and recharge are completely wasted there. Why put five slots in FH at all; the fifth slot bonus isn't even worth getting.
Here's your build reworked a bit; S/L defense is soft-capped, E/NE is nearly so, recovery and endurance use is much better. You won't need the Cardiac alphs on *this* build.

You could drop Focused Accuracy. That is a huge end hog, so much so that it gave my /Regen scrapper problems. Take Conserve Power instead. It's one of the reasons all my attacks have Crushing Impact or Scirocco's Dervish, for the extra accuracy set bonuses so that I don't miss Focused Accuracy as much (extra recharge is nice too). Otherwise you need lots of End Reduction in Focused Accuracy to make it usable without draining your endurance. At least if you plan on actually attacking and not just standing there spamming Taunt.
I also have to wonder if the set bonuses for your Endurance Mod IOs in Stamina and Quick Recovery are worth it as you loose out on straight End Mod benefits in favor of the set bonuses. Do the set bonuses really balance against the value of 3 level 50 generic IOs? As a Willpower tank you shouldn't be having endurance problems with a level 50 build.

I also like to take Strength of Will and put my Steadfast Res/Def in there so I can use the slot I save somewhere else. Since SoW doesn't need any slotting at all, I can just put the Steadfast in the default slot and I won't have to add a slot somewhere for it.
I also wonder why so many people slot HPT with Reactive Armor instead of a healing set. You don't need Reactive Armor in HPT to soft cap all 6 common damage types, and you're gimping your max HP, which hurts WP because they need all the HP they can get to fuel their regen. If I slot HPT for resistance at all I use 3 Numina's and fill the other 3 with Aegis for the F/C defense bonus.

I put a build in that thread that demonstrates how I slotted a Willpower for softcap to all 6 types, while still having good HP and regen.
It's WP/Electric, so I don't know how well it will translate to SS, but it's a start.

Tweaked the build a little bit. Removed Assault and added in Strength of Will. Moved the Steadfast Protection in HPT to SoW and replaced it with the Gladiator Armor: +3 Defense.

Not bad, though I personally don't think the Shield Wall IOs are worth the influence. You also left Maneuvers low on end reduction; I'd go with my original recommended slotting for it and just add the Shield Wall +Res if you really want it. Also keep in mind that the GA +Def is going to cost you at least 2 billion if you can find one. (Or you can grind for the 30 hero merits if you like.)
EDIT: Meant to mention that I think dropping Assault for SoW is a good choice. However, it highlights the point I was making about the Shield Wall +Res. With it, you go from 66% S/L res to 69% without SoW, and with SoW you're way past the S/L resistance cap anyway. Maybe if you were close to the resistance cap without SoW it would be worth it, but as is, do you really think it's worth all that influence to get just 3% additional resistance to S/L?
Your passive slotting is still not optimal. Remember, passives generally benefit from only one, and occasionally two types of enhancement, so slotting of any extraneous types are wasted. Also, 3-attribute set IOs have lower levels of enhancement than one or two attribute IOs. Stay away from them for passives unless you're slotting for a specific bonus.
Specifically:
Replace the Heal/End/Rchg in HPT with a Heal/Rchg
Replace the End Mod/Acc/Rchg in QR with an End Mod
Replace the End Mod/Acc/Rchg in Stamina with an End Mod/Acc or End Mod/End
Replace the Heal/End/Rchg in PP with a Heal
These passives do NOT benefit from accuracy, recharge or end reduction, so slot as little as possible!

Slotting 3 Performance Shifter Chance for +End will ease a lot of your end problems as well. It won't look like it in Mid's because Mid's doesn't calculate the average benefit of it, but each one adds roughly .2 to your overall end recovery, and a WP tank can slot 3 of them. Contrary to common belief, they are NOT unique. You can slot as many of them as your build will hold.
I'd reconsider the GA 3% defense and the SW 3% resistance. They are insanely expensive and/or time consuming to acquire. I'd only plan on putting one in a build if I already had one to use.
Also: Put the Miracle and Numina's Uniques in Physical Perfection instead of Health. If you're going to fully slot one and set mule the other, Health gets more benefit from slotting because it's base value is higher.

Tweaked the build a little bit. Removed Assault and added in Strength of Will. Moved the Steadfast Protection in HPT to SoW and replaced it with the Gladiator Armor: +3 Defense.

- You don't need 4 slots in Weave & Heightened Senses. The DEF/END/RECH pieces are giving you very little return and you don't need the Global Accuracy as SS.
- Quick Recovery is under slotted in favor of heavily slotting Stamina. QR is superior, slot it accordingly.
- Physical Perfection's slotting is giving you a grand total of 5 extra HP per second regen.
- I don't think you need all 3 slots of Rectified. You wanted the regen bonus but it amounts to 1 HP per second. So you are spending a valuable build slot, for 1 HP per second.
Take the slots from Weave & Heightened Senses and put them into hasten.
I absolutely LOVE Will Power on my tanker. I currently play a WP/Stone as my main but was able to tweak the build some to make him WP/SS for you. Hopefully I did not miss anything. I slot sets to hit the HP cap and get as much regen as possible.

I replaced as many of the 3-attribute set IOs that I could. I decided to keep the GA: +3 Defense because with it I'm at or a little above the softcap for S/L, F/C, and E/N Defense. I'm not worried about how expensive it is since I have quite a bit of influence saved up and it's even easier to get those IOs now that we can do it with Alignment Merits as well as Empyrean Merits. I also took one slot from Rage and added it to Hasten. I was considering taking a slot from Health and either adding it to Hasten or Quick Recovery since I'm not getting any use out of the 35.1 HP bonus since I'm at the cap, but I wasn't sure if I should take it from that power or a different one.

I still think you should reove the LoTG DEF/END/RECH pieces from Weave & Heightened senses.
As well as reversing your slotting for QR & Stamina.
So I recently decided to make a Tank for the first time last night and after playing around in Mids earlier today, this is the build I ended up with. Looking at the Advanced Totals, it seems that my Regen is going to 690% and Max HP is going to be around 2810. I have no idea if that is good or not for a Tank and I'm sure there are some areas in it that I could improve so I'd appreciate any critiques on the build.
