Yes. Run paper/scanner missions for shards. Convert shards to threads.
EDIT: My bad. Thought you were asking for solo ways to get threads. Shards drop if you're 50 and doing content. The drop rate isn't great.

but yes the drop rate is pitiful
Actually, I don't find the drop rate that bad, it depends on your kill rates. My farmers are doing pretty good with regard to shards. My support characters are not.
I get about as many shards as rare invention components.

Shards? Yes. It is slow but you can do it.
They have mentioned that there are upcoming plans to have more solo Incarnate stuff but first they want to have the group stuff out and solid.

As a primarily solo player, I concur... My brute typically runs his missions at +2/8,
and I get a shard (roughly) every 2 or 3 missions, sometimes more, sometimes less.
That's much better than purple drop rates - of which I probably get one every
couple weeks or so.
I'd also agree that toons that do not (can not?) kill masses at a time don't fare
as well... It *is* a pretty low drop rate, which translates into a LOT of kills.
So, solo toons can and will get shards - over time, but honestly (as much
as I prefer solo play), it really behooves you to run tf's and MS raids if you
want shards to accrue at any sort of meaningful/useful rate.
Actually, that thinking really extends to all iContent released so far... It's not
*actual* forced teaming, but it really is *virtual* forced teaming if you expect
*reasonable* progress.
In answer to the actual question though, yes, you can get shards from any misision
with L50 (or higher) mobs in it. While you *can* get purples from L47+ mobs,
I'm not 100% sure if that is also true of incarnate shards...

Actually you can get them another way.
You can run incarnate trials with will give you Astral and (that other one that begins with an 'E' Empyrial?) merits. Those can be traded in for shards.
I think:
1 astral = 1 shard
1 empyrial = 4 shards
I don't know enough about whether this is a "good idea" (tm) or not. It might be a horrible waste of an incarnate merit.
However I am leaning toward it because, while I prefer solo/small groups, I think the incarnate trials can be fun and they tend not to take as much time as TFs.
Just another option.
PvP kills also give a chance for a Shard drop.

The Apex and Tin Mage TF's give the option to collect an astral merit as your end reward (once per day).
You can convert that into 4 threads.
