Core or radial Rebirth?
I would personally go Barrier on a WP, but the general rule of thumb is that Radial>>>>>Core on Rebirth. With a WP it might be Radial>>>Core, but you get the point of what I'm saying.
Radial's regen buff is huge compared to Core's HP buff, especially in terms of HP per second.

I'd probably go with Barrier also.
Regarding the choice posed by the OP, I'd want the extra regen on *MY* WP tank. This is because I used IO set bonuses to get almost all the way to the hit point cap.

I wasn't aware of the rather large difference in numbers between the HP boost and the regeneration bonus. Somehow I expected the two to be roughly similar in size, but if the regeneration value is that much higher, clearly the radial version will offer more survivability.
Regarding the barrier Destiny, since I'm softcapped for S/L/E/N and almost softcapped for F/C, all that barrier would give me is more damage resistance. Is that really more useful than rebirth's regeneration bonus?

Off the top of my head, here's enemies with higher tohit than normal or significant defense debuffs:
Praetorians (+14% base tohit, many tohit buffs, defense debuffs)
Cimerorans (high defense debuffs)
Arachnos (high defense debuffs, some tohit buffs)
Longbow (many defense debuffs, some tohit buffs)
Vanguard (high defense debuffs, some tohit buffs)
Devouring Earth in tips (+14% base tohit)
Arachnoids (many defense debuffs)
Banished Pantheon (high defense debuffs)
Carnies (high defense debuffs)
Nemesis (high tohit buffs - Vengeance)
Rularuu (many high defense debuffs)
Against all of these, the defense portion of Barrier is useful even starting from 45% def.

It gives you more than "more"
It completely caps your resistance values to all damage types for a full 10s.
Now think about how many HP you regen per second as a WP and do the math.
After that, it continues to buff all your resistance values by 30 for 20 more seconds.
On top of the enemies that Nihilii mentioned, Barrier also means that you can go from negative 45 defense to full softcap with Barrier.
And lastly, I think Barrier having two modes of damage mitigation, Defense & Resistance, is the best option in terms of "saving the day" and bringing a bunch of team mates from the brink of death to suddenly being invincible.
It's not just godmode for you, its godmode for you plus up to a full league worth of people.

The Rebirth Radial buff is +2000% (!) at its strongest point. Even after it degrades to its lowest point it's still +200%.
I'd still vote Barrier for a Willpower, but if you get Rebirth you should definitely do Radial.

I'd like to ask your opinion on the Rebirth destiny slot power. For a Willpower tanker, would you rather use the Core version (which increases your HP) or the Radial version (which buffs regeneration)?
AFAIK having more max hit points also directly increases all regeneration effects by the same percentage because regeneration always uses max HP as a base value. So assuming that I'm not yet at the HP cap, what other reasons are there to choose one or the other? Does it even matter?
