From a business standpoint, it would make more sense to eventually lower the price (either permanently or with a sale) so you can collect from people who wouldn't spend $10 on a costume booster but might spend $5. No reason to go from $10 to free.

Doing so would serve many purposes. It would be good advertising. Furthermore, it's new "free" content would help retain subscribers, just like the "free" issues have retained subscribers.

ps: In response to somebody's earlier estimate on active subscribers; It's estimated that CoH has around 120k active subscriptions, possibly more since the last data I saw was pre-GR.

If everyone knew 6 months after something was released as a booster it would be free, or easily unlockable, i think the number of people purchasing would decrease rapidly.

As it stands out of all the boosters, the only one I would have been tmepted to buy to get sooner would be the steampunk one. I'm still waiting for science to go on sale, as all I want from that is size changing... and i'll never buy the party one
