If he's in a leveling pact, that'd do it. Look under your friends tab. The fourth listing there would be the Leveling Pact list.

Haven't tried this myself: did the other 50's have leftover Patrol XP and does the Brute not have this?

It does split INF too. I've run into this issue before on a pacted 50.
