Memorizing recipes????
1) You're a collector who wants everything.
2) You want to be able to craft IO's *CHEAP* (either to sell, or for friends or SG).
Some people get it on multiple toons. That's too much grinding for me.
The extra salvage and recipe slots are very handy. I have a level-locked 15 scrapper for AE farming that has all the recipe slots unlocked for faster ticket rolling. Keep meaning to level her to 20 but never getting around to it. heh.

Does the Memorized tab open for all the enhancements under tht badge or for all Memorized IO? If it is one entire subtab then I am ok...but if it is going to open a memorized tab for each set on enhancements that pertain to one badge, then no.
As it stands, I am really OCD/Neatfreak and can't stand that I cant sort the salvage in my racks by name, quantity or whatever...yes I am a weirdo...

As far as neat freaks: I did have a friend who actually took all the salvage out of each rack and re-added it in alphabetical order. (You need a near-empty rack to do this, obviously.)

1) You're a badger
2) You spend a disproportionate amount of time crafting things
3) You like shinies
4) Something To Do.

Oh, and if you DO go for Field Crafter, don't get all the way though the crafting and realize you've forgotten to get Inventor. It's a monstrous anticlimax.

Field Crafter is awesome, and the extra recipe and salvage slots are also awesome.
The least annoying way to do this IME is to start with a huge pile of AE tickets. Instead of making a zillion bids on salvage, roll your tickets into low level salvage. You'll have enough ingredients to craft dozens of recipes, so craft 'em up and sell the decent ones, delete the junk IOs.
I buy recipes from the crafting table for anything less then lvl 45, you might save a bit on the market but it's not worth the running around.
Since you're not bidding for salvage on the market, you should do this on the weekend. The crafted IOs will sell faster, and for better prices.
You can make a decent profit on your way to Field Crafter, and once you earn it (and get the lvl 50 recipes memorized) it's a steady revenue stream. After running an ITF or whatever I vendor generic IO recipes but the white salvage gets crafted into marketable lvl 50 recipes for a decent profit. When you think about the hundreds and hundreds of salvage you pick up on an active toon, you might as well make a little inf.

bases I have, all of my storage racks are organized that way, around the room.
Oh, and actually, you don't need an empty rack to organize it that way - just a L50
with 70 or so salvage slots. That will cover 2 racks worth of shuffling...
Of course, I'm also one of those who has his inspirations neatly stacked and
organized too... F1 is *always* Heal - on every toon I have.. Lucks are
in F2 early (or in F3 on toons that carry 2 columns of heal), and F5 is
either End/Cabs or Break Frees - again depending on toon).
You can say it - I can be distinctly OCD in some areas.
As for the OP's post, I'm more in the IronBlade camp. I have only two toons
with PortaCrafter (tm), one hero, and one villain (back before the market consolidation).
Even then, I can count on one hand the total times (cumulative) that they've
used it in the past year ... Mostly an unnecessary waste of time/effort unless
you want it for the badge, or you're the main supplier for an S/VG.
