Well, the typical implementation of an AOE buff affects the caster as well. However, if it's a targeted AOE buff, then there's a likelihood of winding up still in the radius of the buff.
I haven't seen any instance yet of such things bearing much discrimination on whether or not the person casting is a recipient.
Of course, thus far, the only current powers with any relation to this concept are Transfusion and Fulcrum Shift. Now, I know they're not exactly what's being described, but, as I just said, they're a related concept and they don't make any consideration for whether or not you're the caster. If you're in the radius, they buff you.
I'm just saying we'll have to wait and see how this is implemented.
I'm also not saying that it's likely we'll see Controllers, Masterminds, Corrupters and Defenders who can buff themselves. As depressing as it is, I can imagine discrimination being implemented for this, likely for "balance issues."

I thought there was a follow up post from a Redname that either...
a) contradicted the original post (the one from Zwillinger that you referenced earlier), or
b) contained wording that led to ambiguity.

More info on how the buffs are applied and how to prevent the Speed portions of the buff from Black Scorpion.
Tech Support Rule #1 - They will lie to you. Usually intentionally.
I personally do not care for the AoE change to buffs, but Black Scorpion's will help with those that wont want it seeing as I can no longer control who gets the boost and who doesn't.
Kudos for Scorp for coming through on this, especially on the Mystic Fortune prompt.
Hey all, I have some details about some of the powers changes for I20 Incarnates Ascend which were "below the fold" of the main announcement:
Along with Incarnates Ascend we are introducing a means for players to flag themselves as whether or not they want to be movement-affected by some of the click buffs which can be cast by others on them (like Speed Boost). The rest of the power will take effect, but the movement-affecting (run, jump, flight) part will be ignored if you so desire. This is going to affect Speed Boost, Increase Density, Inertial Reduction, Enforced Morale, and Accelerate Metabolism (based on my current list). The same means will allow players to set a preference for Mystic Fortune to Always Ask, Always Accept or Always Deny. The endurance cost for Mastermind upgrade powers is also being decreased to fit more in line with these changes. Lastly, there is a subtlety to the Increase Density conversion to an AOE buff which the summary didn’t quite capture. The damage resistance component of the power is being made AOE-affecting, but the status effect protection component is going to still be single-target. The single target click powers which give status effect protection such as Clear Mind were not going to be made AOE wide (for balance purposes), but Increase Density having both facets makes it unique in this case. Nice all the side benefits of SB with out me being a pinball!! I have a hard enough time navigating movement with just sprint.
Can I ask you guys a question? I play this game heavily during holiday weekend breaks. I've started playing my under 50s more because the cooldown timer is bugged and I feel these incarnate powers are glorified temp powers.
Also, the lag and now this "abundant amount of pets" is just rubbing me the wrong way. I did a Shard run this weekend and got 100 shard and crafted barely 12 slots(migrations).
