To answer the first question: there are no free transfer tokens. The free transfers were done during a set period of time. If you want to transfer now you would have to buy a transfer token.
and the second question: I have no idea. 
but there is an Archtype and Power set boards. If you go to the brute section they would be able to tell you.

free transfers were not given as tokens, the one time they had free transfers they basically just did not require you to buy any tokens to do a transfer
as far as i know they do not have any upcoming free transfer periods so could always roll a new toon on the different server
Unless you have a lot of phat lewt on a character that you can't live without, it's probably easy enough to start over. I just made a new controller a week ago and I'm up to level 35 just playing solo missions enough to unlock all my contacts and joining taskforces that other people advertize.
Also, a newish feature that you might not be aware of is that you can now e-mail inf and enhancements between characters. So starting over on a new server is a lot easier, as you can give yourself a nest egg and move over any nice IOs you had.

If you don't, and plan on spending the majority of your time in granite, the -recharge hit will not pair well with the long *** recharging powers in elec, and even seemingly longer animation times. Of course, YMMV.
Im returning to play with a bunch of friends and just started my account up tonight...im looking to transfer from old server to theirs but i cant figure out how to claim my tokens if there were free transfers out. does anyone know how? also if i cant xfer, im looking to be a tank, is ele/stone brute still good for aoe tanking?
