Looking for WP/KM critique

You probably have a lot more attacks than you need. I would skip Body Blow because it is low DPS. Repulsing Torrent is an AoE knockback and that is very bad when you need critters to stay in range of Rise to the Challenge. If you want a cone or AoE attack, look to the Epic pools.
Consider taking an Epic or Ancillary pool. Soul Mastery has Gloom, which is one of the best DPS attacks available to Tankers. Other Epic pools have useful powers too. It is really up to you.
Rise to the Challenge was taken way too late in your build. It is your bread and butter and should be taken at level 8. It gives a very large amount of regeneration when you have more critters in range of it. RTTC should probably not be slotted with a full Numina's set. Sets that add more positional defense than typed are not efficient to use when you are trying to raise typed defense.
High Pain Tolerance needs health enhancements. The more health you have from HPT and set bonuses, the more HPs you will regenerate.
Quick Recovery should be slotted better than Stamina if you have a choice. Quick Recovery has a higher base value than Stamina. You underslotted QR, Stamina, Health, and Fast Healing.
Touch of Death is a bad set to use. Smashing Haymaker adds the same amount of S/L defense for 2 slots less.
I would use just recharge in Power Siphon. Rectified Reticle does have a nice 2-slot bonus, but you left Power Siphon without decent recharge bonus.
Take a look at other Willpower builds. They don't have to be KM too. I would also suggest aiming for 32.5% defense instead of 45%. That puts you one small inspiration away from soft-capping, but you won't need it in most situations. If you happen to be in a trial without buffs, you would be two small inspirations away from the 59% soft-cap. Aiming for 32.5% defense would allow you to slot more recharge and HP bonuses in your build.
Here is an inexpensive build (except for the 3 Kinetic Combat sets) I made for a friend which focuses on HP bonuses and decent recharge without Hasten.

Why would you bother slotting Boxing? It is a throw away power. I would focus on the KM attacks to get the best use of Power Siphon. Same with Air Superiority. Sure Knockdown is nice, but it doesn't feed Power Siphon. With KM any power that isn't using Power Siphon seems like a waste.
You also one slotted Quick Recovery and Fast Healing. Given that most of WP is regen based, I would think it more critical to get Fast Healing early and to at least 3 slot it. Same with Quick Recovery. Drop Torrent and boost these two powers. Ditto for Health & Stamina.
And as a tank you are taking your defensive powers way too late. Rise to the Challenge at level 32? That's your taunt aura and a big bulk of what will keep you alive. Get this power as soon as you can.

I appreciate the reply, and I'll go ahead and add a slot to quick recovery for more end, and swap out RT for Chillblain. I'm not going to bother with any of the villian epic pools becuae that would require changing to redside and doing the story arc for it. I'm keeping Body blow because I can slot a Kinetic Combat set in it, which is why I took it.
One piece of advice I'll give back - I have a lot of other tank characters, and I really don't recommend relying on insps to soft-cap. Soft-cap only maxes you out versus +0 minions. That means against stronger enemies, you will have to burn even more insps, and there is a pretty good chance you will run out at or before any given AV, or even against bosses. As you can see, it's not that hard to get your def above soft-cap, and then you don't have to really worry about regen, becuase you will get hit roughly 2/3 less.

As was mentioned earlier, more defense will help against defense debuffs and for those situations like the incarnate trials were enemies have a have a higher base to-hit. Otherwise, going over 45% doesn't provide any benefit.

I know that most Tankers have little to no (to negative) interest in Focused Burst for a variety of reasons ... it's ranged, it does KB (why would any Tanker want to do KB?!?), the damage is weak ... etc.
What a lot of people overlook is that Focused Burst, when slotted for Taunt, rather than Damage ... and especially when 6-slotted for Taunt IO set ... becomes a very effective, via Gauntlet, "extra Taunt" Target AoE power. Yes, the power itself is Ranged, but it has a Gauntlet Radius, which with Taunt Enhancement(s) can be quite useful at generating Threat and assisting with holding aggro on yourself. And depending on your build, some of those Taunt IO set bonuses can be quite useful.

My KM tank is only in the mid-20s, but I've always planned to take it, and I've seen other builds with it also.
