More customization options?

I think more limbs would be cool, like multiple arms, two heads etc

To put it briefly, no.

The longer answer; having multiple arms or heads or whatever would require building a brand new skeleton. Right now, we have three skeleton models to choose from: Male, Female, and Huge. Each of those has their own animation custom made for them for every single power in the game. That's including temporary powers, inherent powers, booster pack abilities... everything.

Also, each skeleton has animations, again, custom made for them, for every single emote in the game. Every dance, prop, stance, costume change, etc... is custom made for every skeleton.

But wait, there's more! For each skeleton, they've had to create customized versions for every single costume in the game, to make sure they look right on the model. Once again, everything is custom made for each skeleton, and it takes a ton of work.

Now, let's add four arms. Brand new skeleton would have to be added. That's already a ton of work just to make sure it looks right and doesn't look stupid. Now, you have to take that single skeleton, and animate and recreate every single power, emote, and costume piece in the whole game.

Every. Single. One.

Having to re-do everything in the game for a single skeleton is hardly worth the effort it would take. That could potentially take a good couple months, with them working on nothing but that new skeleton. So instead of getting new maps, missions, costume pieces or what-not, they would have to devote an entire issue to just one new skeleton, which would probably take a lot longer than most issues do.

In the end, it really isn't worth it to completely ignore all the other content just to focus on building a completely new skeleton just so players can have four arms, or three heads, or what have you. It would take a colossal amount of time and work with a payoff that would hardly compensate for it.

What Smash_Zone said.

To put it in perspective for you, what you're asking for would require more than 20,000 separate animations to be coded pretty much from scratch.

I think Smash Zone is drastically underestimating how long that would take. You're probably looking at tying up the animation and art department for more than a year on just this one thing. During that year, you would get no new costumes, no new powersets, no new animations for existing powersets, no new enemy groups, no new ANYTHING that would require an animator or art guy's presence on. All so the small fraction of players that would actually USE a four-armed skeleton can have it.

So, that would be a great big honking "no" on that.

this would be the case, but if they would do something like they did with the VEATS making only certain costume parts availible to that skeleton then most of the work would be saved

No, because there'd still be the animations for powers and emotes to do. And I for one hate being stuck in an Arachnos costume when I could use the slot for something else.

All that does is cut the work time by maybe 1/5th. Costumes would probably be the easiest to do on a new skeleton. You still have to re-animate every power that ever existed.

And what's the point of having a new skeleton if I can only use a bare-minimum of costume parts for it? VEAT's get access to the whole costume creator at level 10.

I think this could work if you just scale back your expectations a little. After all, there are already new limbs in the game - wings, crab legs, tails. More new limbs would also have to be out of the way of swinging arms and legs, which pretty much means on the back or butt, but other than that I'm sure there's room for something new. Why not have tentacles growing out of the back? Or a little Kuato-like conjoined twin, constantly flailing at the air?

On the plus side, if this were to happen, BaBs's nemesis would be possible at long last.

I refer, of course, to......DUAL ARCHERY!!!!

And Quad Blades! Quad Pistols! Claws/Shield!

And other assorted powersets that are, well, never going to happen.

But then it's just a purely cosmetic thing. Yay, I have four arms! But the other two don't do anything... oh but look how cool they are!! Wings and tails are just costume pieces. All they had to do was animate the flapping for the wings and the swinging on the tails.

If they were going to add four arms, or tentacles, or whatever, I would rather they do something than be just for show.
