Gauss Proc in BF
It can give you better DPS than a damage proc, but the extra damage will be so minor you mind as well take the more reliable damage proc. By reliable I mean reaching the damage cap through outside buffs won't render it useless, and it'll proc more often.

The issue is the proc itself, not the power it's put in. The duration is only 5 seconds and the chance is only 5%. Other than being used to get the 6-slot bonus in the Gaussian set, there's not much reason to slot it.

Well I'm either going to put a damage proc in or the Gaussian. I know the fire rate is very low, but I'm just looking at long-term single target dps. The point about outside buffs possibly rendering the Gaussian useless is something I hadn't thought of.
The set it's put in does matter, at least theory-wise. For general play, I don't much care; I have enough dps to take down normal stuff quite easily. It's the pylons/AV's that I am tweaking for.

I had a DB/SR at 207.25% recharge (including hasten), that with hecatomb in BF, allowed me to triple stack it (the build was fun but not soft-capped to anything and was purely concept build) with the chain AB > SS > AH [repeat]. It had the proc in it just so i could see really big numbers some times because I also had Achilles Heel (AB with crushing impact 5/6 + AH) and Fury of the Gladiator (Sweeping with Armageddon 5/6 + FotG) so every once in a while I'd see a spike of 646damage to a target with Sweeping strike. The idea is that Build-up is 5% chance (1/20) for a 100% buff to *base* damage for about 5.25 seconds - or about 1-2% over the long term. You could figure out your attack chain and figure in 1-2% damage to the base numbers (literally the attack chain that would be buffed in the 5.25 window) and compare that to a flat bonus to BF via enhancements. I think the flat damage enhancment will win each time.
If you're going for set bonuses, that's totally different and maybe worth while if the toggle is always on like focused acc, invincability, tactics, or Soul Drain-like powers (not that its a toggle)

Its totally worth it to me on claws and db. Especially claws since you can slot the other build up proc in focus and have them to both go off. I noticed a huge increase on damage once I slotted these. Its going to go off way more than 5% of the time I can tell you that.

Basicly if you can spam same power more than once in every 10 second than putting gaussian maybe plausible if not than put gaussian into tactics or focused accuracy since those toggles check for it for every 10 second which means it will buff up once in every 200 second so it will only give a %0.5 base damage increase to dps in long term. Even if you can use it every 5 second it will just gives %1 base damage increase to dps in long term and it means you need to alter your attack chain so you can get just %0.5~%1 base damage increase.

Build Up procs in both Follow Up and Focus will add a significant amount to your overall DPS. And unlike putting the BU proc in a toggle, you will be guaranteed to actually benefit from the proc in Follow Up and Focus, instead of it going off while you're moving between mobs, traveling to a mission, or standing at WW.

I've heard many times that the Gaussian's Chance for Buildup proc is not worthwhile in Follow from Claws, but I am wondering if it is in Blinding Feint from Dual Blades. I'm thinking Dual Blades has slightly better damage, so a buildup proc might do more than a regular proc here, unlike in Claws. Thoughts?

Edit: I think I just calculated for a random build that a proc would add something like 2.2 dps over the long run, but the Gaussian would add about 12 dps...
