What I can tell you right off the bat is that this build doesn't have nearly enough defense to make farming anything worth your while. I cant tell without the data but it also looks your endurance would be unsustainable as well.
I don't have Mid's available at the moment, so the lack of a link isn't a problem. I see a few suggestions I could make. My general view of Controllers is that I focus more on Control than Defense -- an occasional faceplant is an OK price to pay for providing better control for a team. Please note that my view of */Storm is that Hurricane provides a lot of protection with its Repel and large -ToHit. I don't think your Defense numbers are all that great, so I probably wouldn't focus much on Defense. Debuffing and control are more important, but Damage helps. However, if you are going to go for Defense then really go for Defense -- take the Ice or Earth APP for the S/L Defensive Shields. (I prefer Ice for this combo.)
I don't see Plant/Storm as a great farmer -- sure you can do it better than most controller combos, but that's not what I build for, so take that into account. (The few times I do a farming run, I use my Elec/Shield scrapper. I find farming to be boring.) If you really want to build for farming, then really build for S/L defense with some Kin Combat sets and other S/L defense.
Strangler: Stick with 4 Baz Gaze, and replace the proc and maybe the triple with an Acc/Dam Hami-O and a common Damage . . . or if you want more hold, a Dam/Mez Hami-O.
Gale: Throw an Acc in the default slot, and it can be used once in a while as a "get out of my face" power.
Roots: The Grav Anchor set is great for other AoE Immobs . . . but not Roots, which does twice the damage of other AoE Immobs. Slot it with 5 Posi-Blast (or the purple set), with a Recharge in the 6th slot, or a Grav Anchor Chance for Hold if you have enough Global Recharge.
Snow Storm: I prefer 2 EndRdx if you are going to use it much. The -Recharge is nice.
Hasten: I prefer 3 Recharge unless I have enough global Recharge to keep it perma with 2.
Leadership uses a lot of endurance in this endurance-expensive build. It provides some nice things, but I'm not sure it is worth the power picks for the end cost.
Seeds: Getting this back fast is key. I would replace the Conf/End with a common Recharge. You lose the ranged defense. (and move it to 8, not that it makes much difference.)
Steamy: If you can spare a slot, this is a nice place for either the Steadfast or Karma -Knockback.
I like Super Speed on a */Stormie for the Stealth and maneuverability, but you have a stealth proc in Sprint which works for the stealth.
Freezing Rain: This is not a very good damage power -- it provides large debuffs, so you want it up as much as possible. All those "-1" damage you see are actually just a small fraction of 1. Slot for Recharge first, then the Achilles Chance for Resist Debuff proc, then the Lady Gray and/or Posi-Blast proc. I think the procs actually do more damage in the long run than slotting for damage.
Similar to Leadership, I'm not a fan of the Fighting Pool. I would rather have other powers like O2 Boost (to heal your pet and help teammates), Hurricane, or even Spore Burst (good for handling adds when Seeds is recharging).
Tornado does a ton of damage when slotted for Damage. Your Roots has -Knockback to turn Tornado into a damage power -- and it is auto hit on hard targets. Slot it for Damage, EndRdx and Recharge. I think that will do more damage than the procs.
I like the Ice APP for Plant/Storm. Hibernate works as a self-heal and for Recovery, too. (Storm lacks either.) The fast single target blast helps your single target damage. (You could add Entangle slotted for Damage for more single-target damage.) A S/L Defense shield. A choice of two AoE damage powers -- I like Frost Breath because you're already in position for a cone (seeds). Plus, Cold damage is rarely resisted. My Plant/Kin went with Earth, as Seismic Smash really helps the single target damage (which plant is weak on).
Health: a Numina's Heal IO will net you more Regen than that Regen Tissue proc . . . you can see it in Mids.
Stamina: Why the single Efficacy Adapter? Why not a common?

As others have already said, if you're intending on farming, you really do need to build more heavily for defense. If you take hurricane you can go for ranged defense and rely on hurricane for melee defense. The only real advantage with that route over S/L defense is that you don't need to take an epic with a smash/lethal shield then and ranged bonuses are easier to come by. In general though it's easiest just to go the S/L route.

A proc in Tornado will have a chance to fire 4 times (might be 3, but we'll give it the benefit of the doubt and say 4). that's 4*74*.2 = 57.6 damage extra damage per cast. Tornado normally does 6.67*60 = 400 damage. Thus a damage proc in Tornado is only a 14% damage increaase. Thus if you would get more than a 14% damage bonus in Tornado you are better off slotting for damage. (Granted this assumes that tornado will be in contact with enemies throughout its duration, but if it's not in contact with enemies then you get 0 damage from the procs as well).

Creepers needs more procs imho. What works well is the targeted AOE ones. I have studied the frequencies of the procs in creepers and found that the targeted AOE ones proc as often as the slow. So, there are two procs to put in there, posi and javelin, in addition to the slow. You could put more, but the immob and knockback ones just don't proc very often.
I don't remember the amount of damage enhancement I have in mine (at least one dam/rech maybe two), but proc damage outweighs normal 2 to 1. I even buff my vines with FS (which is very tricky BTW).
I think optimal would be something like 3 procs plus two dam/rech and one acc/rech or one dam/rech and two acc/rech (still researching how much acc/rech helps).

The main advantage that Ranged DEF has over S/L DEF is that many of the mezzs in game have a Ranged component to them. This extends protection in a way that S/L DEF does not. Beware of AoEs however.
Hurricane is a power I kept even though I don't run it often. Not only is it a powerful debuff its a great positioning and herding tool. For that reason alone I would recommend keeping Hurricane. Its great at forming tight clusters where Lightning Storm and Tornado can decimate several foes at a time. Efficiency at its best.
As far as your build, its not a terrible start. In addition to the other posters' comments, the only real heartburn from my end is no Hurricane, too many toggles that are killing your recovery, and your choice of Epic. I'll reserve further comment on your build until we see the new spec.
Hopefully Mezzosoprano will post some comments here. He's reported a strong 70% effectiveness when compared to the current top tier in game farm build: SS/FA Brute. Not bad....not bad at all.

2. Roots is the one place where I think that a control power is actually a damage power. This is one of those trade-offs. To me, Roots is a key damage power -- the AoE damage from Roots is one of the main benefits of a Plant controller. (But then, I'm less of a fan of Defense on controllers than some people.) Others may recommend keeping the Defense.

The best solution is it to have all three which I do. Heck, I also had the immob and the knockback one as well but soon discovered they did not improve damage as much.
True that you need to have creepers up as often as possible, but if you do have some decent recharge, then I would say it is ok to lose one of the recharge IOs. You don't need to cast patch on top of patch (although it is a nice damage boost with double the vines).
I play differently though, so take what I say with a grain of salt. Creepers is my damage power. I have found that I can destroy an entire spawn of +0 X8 with one cast of creepers and using no other powers. Literally, just standing there doing nothing (need def for that though).

ok I have almost completely redisigned my build trying to take all opinions into consideration I took hurricane with hopes that the changes I made will allow me to keep it up all the time. I will use it to mitigate the melee damage I receive and go for ranged defense it looks like I will have it at about 33%. my damage output is at 198 ish % and my recharge is only at 75% which I would really like to see higher. I know someone was saying that plant/storms is not good for farming but he is my favorite toon to do it with so far and I crush mobs faster with this toon than I do with my spine/fire scrapper I usually do ambush missions in which it is about 7 minutes of pure unadulterated pandemonium at +2 x 8 with bosses on with a build that I personnaly don't think is put together very well. Mainly though I like plant/storms as my farmer because I find him fun to play and I am completely content to only farm and only rarely group so things like stuns don't really concern me because I farm mobs that don't have that. That being said do I still need to focus on defense or just go crazy on damage and recharge and let the chips fall where they may on defense relying mainly on vines and confusion to tank for me maybe throw in a Hurricane for melee prot and try to bulldoze?
Also will have the ranged defense oriented template up in about 6 hours and am looking forward to you guys responses.

Here's my Plant/Storm/Stone build. With the Incarnate powers (Cardiac Alpha, -RES/DOT Interface, +REC Destiny) I run AE ambush farms at +4/x8/0.
I capped S/L Defense and added a metric ton of recharge. Damage procs account for roughly 40% of my total damage in most AOE-centric situations.

Is sleep just a place to put Fortunata? Also could I take and get rid of Super Jump and get steath instead for a place to stick another LotG 7.5%. I don't really use the travel powers I just use sprint/ninja to get around it does what I need it to. One more thing I am running with the ice ancillary now and the ice rain (can't remember the name of the power) is way sexier than I thought it does great ae damage and is up for almost every mob is fissure like that? If so I could do stone mastery, I assume you took it to help you with single target damage, which my build is clearly lacking.
ok ok I used mezzo's build and twinked it some I will repost in the morning if anyone's interested I went ice mastery instead of earth because I just can't handle the look of earth armor, and I lost about 2-3% S/L but I did pick up an extra 28ish % resistance to fire which is the damage type the daemons I mainly farm use. I got Hibernate which I love mainly for quick end recovery while my creepers eat face. Frost breathe and Ice Rain for even more Aoe damage. I also added another slot to stamina in hopes I might one day be able to go muscalature instead cardiac

I suggest you try playing the set before making decisions on a final build. Both Lightning Storm and Hurricane are powers that I would take in any */Storm build. Try playing the set and see if you need to spend (waste) all those power choices on Defense. I didn't build for Defense on any of my 3 level 50 */Storm controllers. Between your controls and the Repel/ToHit Debuff in Hurricane and all the knockback, I never felt that I needed to build for Defense at the cost of my Storm powers.
Lightning Storm is one of the key powers in */Storm that folks look forward to getting. It is a stationary pet that appears over your head, and then stays in the same spot if you go other places. It does good damage, has a pretty long ranges and is one of the reasons that folks looking for some damage from their secondary choose Storm. You can run in, to a strategic location and cast Lightning Storm. Then you can run out if you want to. Lightning Storm has Knockback, and some people reduce the amount of knockback by jumping up to cast Lightning Storm, hoping to turn the Knockback into Knockdown.

This is my main I have been playing with this toon as a level 50 for over a year now, this is the only toon I play, I am very familiar with thunderstorm and I know it is a great power to have however right now I have it and I almost never use it except when I am grouped for tf's and I can always use a secondary build for groups this build is for farming and solo play which is what I like to do and I simply do not use thunderstorm for that I am running through the mobs way to fast to even bother casting it, that goes for tornado as well but at least if I cast it the tornado will follow me. The build I am running right now has 32% ranged defense and I get creamed when I try and do purple bosses (from their ranged attacks) so I think for farming I need defense. It seems I would get more use from hurricane than thunderstorm for my playstyle and the slotting works better for my build.
Interesting that you swapped out to Ice epic -- after reading a few threads raving about Ice Storm, I also switched. :-)

I use both Lightning Storm and Tornado for farming -- in an ambush farm the bad guys come to you, so the fact that it cannot move is mostly moot.

Yeah I really like the Ice Ancillary, I like that new build and I concede to your point about TS and ambushes thats all I used to run and that power is perfect for that but lately all I have been running is daemon farm so I am running from one mob to the next, however I think I might get out of hurricane and get back into TS because I might start doing AE again. That said do you tend to make more money in AE than say demon farming?
With reactive T4 proc on ice storm, freezing rain, and the various creeper attacks, I've managed 3M inf/min in AE ambushes recently. I haven't tried the demons recently, but I don't know if I can do as well against them.

Good grief. That is insane. Do you find yourself using the ice blast or is it just a place to store your Apocalypse? Also does the AE mission number make a diffrence or just any front loaded AE ambush mission will do?
I do find myself using ice blast for finishing off bosses. Swapping that out for hibernate might be a good trade, and might free up some slots for other powers.
The aoe sleep is really just a mule for the purple set -- I almost never use it. Looking over the build now, I could juggle powers around and swap spore burst for spirit tree, hurricane, or snow storm. Spirit Tree would add nicely to my survivability, and slotting with Doctored Wounds would only cost me a net 5% recharge. Hmmm...

yeah there is certainly a lot of good options, I used to not like hurricane at all but the more I use it the more I am liking it even in AE just clicking it and slowly moving forward makes everyone start hugging all over each other and then it starts raining ice and friggin vines start growing out of the ground and eating them while the beat on each other ... I can feel the love.
Please critique my plant storms build. I am currently running with hurricane and spirit tree and I almost never use them, so i know their uses and have decided for my playstyle I don't really care for them. I will mostly only farm with this toon and I am going cardiac with my incarnate. I hope I got the mids export deal correct this is my first time posting a build.
