WP Tanking and the ITF
It's funny you bring this up. I was on an ITF with a WP Tank yesterday and she, like you, was having a tough time. At some points she was fine but there'd be times when she'd go from green to red in almost an instant.
A lot of it has to do with the way Willpower works. Its primary means of survival is +Regen so you've got a lotta stamina when it comes to most encounters. Enemies just don't have the damage necessary to bring you down.
Cimerorans are great at that kinda thing. They've got big spike damage (Especially the lieutenants and bosses) so they can kill you before you have a chance to regenerate any significant amount. Add to that the fact that your actual Defense against Smashing/Lethal is limited and they're reducing it with every successful attack and it's easy to see why you're struggling. It's not really your fault. You've just come across a weakness in your chosen set.
But there are some things you can do. Building for more Smashing/Lethal Defense is always good. Heightened Senses provides some debuff resistance so they won't be able to flatline yours as easily as others'. Enhancing RttC's -toHit will help as well. It'll combine with any increased Defense to make you even less likely to get hit.
In terms of actual play, be sure to use your mitigating powers often. Footstomp, Air Superiority, KO Blow, anything to keep that Centurion or Praefectus from hacking you up. Romans are tough; they were designed that way. It just so happens that Willpower suffers more against them than other Tanks.

Thanks Timeshadow. Now that I know it's not just me I don't feel so bad. I don't mind having to play smarter against tough opponents (anyone with -Regen is hard too). I just wanted to make sure it was the set and not a borked build or play style.

I have a WP/Axe tank and he does well on the ITF, I spent a good chunk of inf to slot him up. My buddy and I were able to duo the ITF with my WP tank and his fire/fire scrapper. I know you don't want to spend a fortune, but here's my build to give you some ideas.

The main thing that is taking you down is defense debuffs. Almost every attack from Cimeroreans debuffs defenses. When they hit you once, you lose about 6% defense, increasing the odds that the next swing will connect. Willpower's low defense debuff resistance isn't enough to counter the cascading defense failure that you have experienced. The best way to be prepared for ITF as a Willpower Tanker is to bring lots of purple or orange inspirations, or make sure your team has a bubbler of some sort. Even a resistance buffer who can put you at or near the S/L resistance cap would make it much easier to take the hits.
You're going to need to make a SERIOUS effort to get your defenses up.
E/N/F/C are okay...but.
Your S/L defense is horrendously low. Basically you're getting hit by S/L attacks (most of what Romans throw) only slightly less than all the time.
Take into account that they're ALSO tossing out defense debuffs left and right and you ARE getting hit all the time.
I don't care how many HP you have or how high your regen is, it's NOT enough to deal with that sort of punishment.
You've got too many low-level attacks that aren't significantly adding to your damage while eating into your endurance.
Here's a crude rebuild stripping extraneous attacks. And swapping flight for Leaping. I also gave you SoW, but if you MUST have self-flight, swap it out for Hover (for more defense) or Flight (if you're a long-term vet).

On this build you're getting hit approximately 13% of the time.
You're essentially one small purple inspie away from soft-cap for S/L.
You're spitting distance from softcap for E/N and your RttC debuff should make up the difference most of the time.
F/C is also fairly respectable, nothing great, but it'll mean you're only getting hit by pure fire damage about 15% of the time.
You're losing punch (OHNOEZ!) and Air Superiority (the KU and -flight was kinda nice BUUUT), but your attacks are still coming up rapidly enough that you actually have an attack chain.
I still have one slot unassigned. Were I you, I'd work towards the PVP Gladiator's Armor TP Resist/+3% defense. You'd then be able to laugh up your sleeves at Malta Snipers and you'd be down to only getting hit 8-10% of the time by S/L. You COULD assign it elsewhere but..
At that point you'd find yourself nigh-unkillable by most any normal content until you severely jacked up the difficulty. In the Incarnate content, Defense is less meaningful, as many of the villains have better chances to hit, or are attacking you with auto-hit or auto-damage attacks (blue patches of death, BAF/Lambda cannons).

your problem is your s/l defense.
Crimorians are almost 100% s/l and their attacks all debuff defense. so what's happening to you is pretty predictable.
you're slotted miserably as well... i kept your power selections and when you chose them, i reslotted everything.
here. without changing your powers but just the slotting this was the result. You'll notice s/l defense is now 40... all your other defense is also in the 30s... you can get all of that higher with different power selections.
The damage dealt will decrease slightly, if you alpha slot for damage you won't notice it anyway.
As a personal comment about your build, let me say you have far too many attacks. a good tanker doesn't need 7 different attacks for it's attack chain. I assumed this is a concept build, which is why i didn't change any of the powers. But you'd do much better if you put combat jumping, and maneuvers on there somehow... slotted properly you'd softcap your s/l defense, and probably softcap or come close to softcapping your other positional defenses..

See,i went a different route on my willpower/fire tanker. I have very low lethal/smash def (i like like 20% or lower, mainly from set bonuses and such) but i have very high lethal/smash resistance. (67%, 90% with SoW up) and with the spiritual alpha boost i have upwards to 600% regen (over 1000% with full RttC up) and i last just fine on romans.
Before i jump into a group i usually pop SoW, but when it crashes, i either hit orange inspirations, or just keep on dealing damage /fire melee on a tanker has 2 PBAoEs, and BU helps thin the herd out a lot when facing loads of romans. If i can survive the alpha, i can last forever, and I've tanked rommy with 0 issues on my part, even without SoW up and active. High lethal/smash resistance seems to work pretty well (stacked with high +regen, especially from the spirtual alpha boost)

my main wp tanker has all softcapped positional defenses... and she didn't even take maneuvers to do it. She also has SoW for the few times she needs it. Generally speaking, WP is pretty easy to softcap... so i think you should look into doing it.
But how many kinetic combat sets did you use? I didn't want to toss a few billion into my 9th or 10th level 50 alt... figured the resistance/regen route would work, and it has so far, plus its much cheaper then going lethal/smash def on a willpower tanker. (especially when you have to get combat jumping, and weave to do it, some like you said, even take maneuvers, in addition to slotted kinetic combats, and other +lethal/smash def sets)

but yeah... wp is pretty tough without softcapping it. toss a few erradications on it and you can softcap your en/neg def and come close to the fire/cold.
Ideally on ITFs there would be some coordination between team members to get things done and consolidated in stages, quickly making things easy for people to decide what to do and who to help.

Actually a lot of WP's toughness comes from +regen, which can be increased via +hp (those 20% hp from accolades adds up fast) then resistance covers some of the major holes (lethal/smash) and def covers the rest (fire/cold/nrg/neg)
Its just that most people don't build for +regen on willpowers, due to not getting much bang for the buck, and resistance is so hard to get via sets that defense is the only real viable option to shoot for.
But, with everyone going for defense, the sets that offer the most defense (Kinetic Combats for example) shoot up in price, which makes getting your softcap defense that much harder.
I went for a resistance/regen build, with high lethal/smash resistance, and higher regeneration (enhanced by my alpha choice, Spiritual, which also gives me more uptime on my AoEs, which allows me to chew up the romans before i suffer serious hurt on my HP bar)
It seems to work well enough to handle tanking, especially with just about any buff/debuff combination as lowering the incoming damage i take helps a lot. Plus its makes fortitude and cold/FF shields that much more valuable. (where they don't really help out a softcapped WP much, unless they are getting debuffed, but as has already been stated, once you get debuffed, its just a matter of time before you fall)

But it makes me want to go Spiritual with my alpha slot for the extra regen for my WP tank. Maybe even the Rebirth Destiny slot.

Yeah I planned on doing my Alpha Slot for +Regen and as planned the build has over 600%.
I took Tough and Weave and when fully slotted my S/L Resistance will be 70%.
As for the 7 attacks, 5 of them carry Crushing Impact which gives me most of my +Rech (I can't afford 20 mill or more per LotG). Foot Stomp is a must-have power. I took Laser Eyes to have a ranged attack because, frankly, the teams I've been on lately have no or little use for a Tank. I dive in, start swinging/stomping, look around and the spawn is defeated. I may get a shot off with LB Eyes before we move on.
Yes, more of a flavor/concept build than anything else. Still, I appreciate the input.

Comicsluvr, a few more things you can do for ITF (suggested to me as well by other Tankers):
1. Get the Wedding Band temporary power from the Ring of Peebles arc (it is available via Ourobouros for repeats, though the time it lasts is lessened after the first expires)
2. Get the Eye of the Magus Accolade (yeah, it only lasts a minute each time, but that still helps)
3. If you're close, but not quite softcapped Def to S/L, get the Kinetic Dampener temporary power.
These, along with judicious use of Purple/Orange inspirations, have helped me cover for holes in my Elec/ Tanker.

those of you talking about +regen...
take a look at the build i posted again (the one with the vastly improved def); that build has monstrous Regen. I've played my WP tanker for a long time, i am well aware of how important regen and hps are.

Rage may be getting the better of you if you don't have enough recharge to keep at least one stack running at all times. If it crashes without another stack in place, then you take a 20% defense debuff. Just something to think about. Put it on auto if you can so you don't have to worry about it.
For the build, regen is nice, but +HP is what you really want. The extra HP absorbs alpha strikes and sets the base number that your Regen uses to determine how many hp/sec you get back. That said, it isn't too hard to hit 800% regen and 3300hp. Get the accolades, work toward Spiritual Alpha, and you'll be in good shape. From there, build for defense (SL > E/N > F/C). Slot a Force Feedback proc in Footstomp for some ghetto recharge (+100% for five seconds, proc checks against each target, but won't stack on itself).
Finally, your current build uses too many 5% global recharge bonuses. One of my characters still needs a respec to cure this issue, so you're not alone. You can only have any particular bonus five times. You have 5% five times from your Crushing Impacts and a sixth time from Obliteration, so one of those is currently wasted.
I have a lvl 50 WP/SS Tank about half slotted with IO recipes. My build is for Tanking (I take the job seriously) but every time I run an ITF I get mauled. I seem to be able to handle just about everything else but the Romans keep defeating me.
I don't plan on making this some over-the-top 2 Billion Inf build or anything but I would like to hold my own in a 0/0 ITF
