I'd use the Going Rogue forum, since that's for "everything related to the Going Rogue Expansion", and you can't be an Incarnate unless you have GR.
However, Player Questions and Archetypes and Powers are valid places too, depending on the nature of the question.

Probably as a subforum of Archetypes and Powers. I'd expect GR to go the way of GVE and become the "de facto" version of COH, which means it'd be nearly universal for GR items to be of concern for everyone.
I've always thought there should be a 'current issue' forum.
I'm throwing in my vote for a dedicated Incarnate forum. I'd suggest as a subsection of the GR forum, though Bill raises a valid point if GR-capability should become accepted as the norm.

Which is the best and most appropriate forum on this board to post Incarnate related questions, everything from questions about the crafting of Incarnates to the methods of gaining the resource to the nature of the power rewards - is there one centralized place to talk about all of that?
