Hi. I'm Tourettes. I'm gimpy, and need help.

Here's the deal... My FIRST character, day on, of CoH finally hit 50, but cannot solo (Deal dmg) for crud. I'd like to make his damage output go up, whilst maintaining survivability.

RULES:
Submit a MIDS design for a Force Field/ Energy Blast Defender with all pertinent slots full.
CANNOT use Hami-o's.
Must take the following powers: Flight (Which requires the pre-req.); Hasten; and Stealth.

Winner will recieve Choice of:
2 hours of TONS of XP run via AE on Redside on Justice (Blue if you can get into RWZ)
10,000,000 Inf on Blue or Redside.
a hearty handshake and +internets.

Winner judged solely by me and depends on high DMG output while maintaining survivability.

PS- If you include crazy stuff like 6 slotted boxing please list WHY this is chosen.

Here is a build that could give you a place to start. It doesn't have the Stealth power, but it does have a Stealth IO. If you want true invis, then you would have to drop something and pick up Super Speed. I am not a big fan of Hasten in the build; I am guessing it is for concept?

Endurance may be problematic when EXing, depending on how you manage it, but you should be golden at level 45 and up.

+64% damage solo works very well on a defender, IME (my Emp/Elec/Power runs just about that level).

Heheh. My @ name is Tourettes bc of my first Villain. Were you expecting lots of %$$&*^ and $(*& ????

But, I'll check on that first one. Hasten Seems to really up my DPS, but if it can be made good w/o it so be it.

A stealth IO is fine w/ SS to get true invis. I"ve done that on several toons and it works out nicely.

Here's my entry.

Features:

71.2% damage bonus solo (*NOT COUNTING* the effects of the Musculature Alpha).
40% recharge while hasten is down.
Ranged defense 6% *over* the softcap for debuff cushion.
Both hover and force bubble, either of which, combined with the above and all your knockback, makes you extremely hard to kill in most situations.
Super speed+stealth for full PvE invisibility.
Endurance usage that, while high, should be manageable without Cardiac (just don't run tactics or SS when you don't need to), allowing you to go Musculature and further boost your damage - note that in i20 this will also boost the damage of your Judgement and Lore incarnate powers.
Conserve power for any times when you do run low on endurance
Aim, PBU, and the damage bonuses allow your nuke to actually do noticable damage - it will oneshot all even level minions, 87.5% of +1 or +2 minions, and 37.5% of +3 minions and even level LTs, and will do significant damage to any non-boss survivors (assuming no resistances, also it takes into account the level shift, hence the lack of a +4 entry).

Notes:
For some reason mids' text export says the build has a Musculature radial; ignore that, it should be a Musculature core paragon.
Where I didn't need the higher enhancement percentages, IOs are at level 30 as is my preference for exemplaring purposes. If exemplaring isn't important to you, you can use level 50s instead.
The explosive strike sets in energy torrent and explosive blast may seem odd at first glance, but the set has several advantages. It gives both ranged defense *and* a damage bonus, includes a proc to partially make up for its poor enhancement values, and is only 3 pieces, leaving room to get reasonable enhancement values in the remaining 3 slots.
No Medicine pool or detention field; if you want those, you'll have to figure out something to drop. Personally, I don't think either is needed.
My FF/nrg defender has a cheaper version of this build which lacks most of the recharge, hasten/SS, and a bit of the damage bonuses - he still can solo quite well.

Special note: I don't play on justice, and I have plenty of cash already, so no need to worry about prizes if you decide to use my build.

Quick build of something possible. Kept out most team powers as you specified this would be your solo build. The build maintains survivability by capping defense to S/L and Energy and one small purple inspiration away from softcapping to Negative Energy damage. Maintains 64.75% damage boost while solo (30% damage buff with no teammates). Hasten is permanent with no Incarnate abilities. Endurance consumption may be an issue, but that could be rectified by slotting the Cardiac incarnate. You could easily slot slightly differently to allow for less recharge if you plan on slotting the Spiritual incarnate ability, so it's up to you. You can seamlessly chain Power Bolt ---> Power Blast ---> Power Burst together for single targets and you still have respectable AoE as well. Enjoy.

Some notes on this build:

* It's not soft capped on defense. This is because I think you're more interested in damage output than defense. The build still has 32.6% range DEF, 30.1% melee DEF, 28.2% AoE DEF, 43.1% sm/leth RES and +16.9% max HP. When soloing, this is probably fine. You can use Aid Self to fix any damage that leaks through. If you get into a tight spot, a single Luck will raise your range DEF to the cap (the most likely vector of attack when you have Hover and Force Bubble). If you somehow get defeated despite having 3 layers of DEF, RES and healing, you can self-rez. That's more than enough survivability IMHO.

* Despite your focus on solo damage, I still included the ally bubbles (and vengeance) because you'll want to be useful on teams, too.

* I slotted all single target attacks with one damage proc and all targeted AoE attacks with two damage procs. The proc damage isn't limited by Enhancement Diversification, nor is it limited by the rather low damage multiplier defenders normally get. Thus, procs are a way to increase your DPS over that of a typical defender.

* I avoided using purple IOs or hami-Os. I did include LotGs, Numina procs, Steadfast +3% DEF because those are pretty easy to get even for a casual player via hero merits.

* With this slotting the build has +66.3% to recharge (not counting Hasten) and +69.7% damage (counting Assault but not Aim or Soul Drain). Hasten, Aim and Soul Drain all can buff those further, of course. Alpha boost would buff things even more.

* This build is purely a thought experiment and I haven't playtested it any. It runs a lot of toggles and doesn't have much ENDRDX slotted in attacks, so might suffer from END issues, but Dark Consumption should fix that if so.

Man, kind of sad that it took a bribe to get this kind of response to a build request thread :P. Anyway, here's my suggestion. Stats are as follows:

Survivability: 47.4% ranged defense (soft capped), 29.3% to melee and area, 43% smashing/lethal resistance

Single target damage: DPA values are power bolt 95.9, power blast 73.7, power burst 78.5, dominate 97.9; These values put you on par with a sonic defender who's not using procs.

Area damage: Energy torrent and explosive blast have the force feedback proc in them. The proc's not as amazing as it looks because of its suppression period, but it's still really nice. Combined with hovering directly over the enemy group, you can rain down a constant stream of knockdown onto the enemies and do some pretty respectable damage too. May induce maniacal laughter on your part. I know it does on my energy defender.

Other stuff: 73.75% recharge bonus plus hasten and the force feedback procs which will be up fairly regularly. Vengeance is slotted so that it's perma. You'll be able to immediately recast it once it wears off if someone happens to be down at that time. Hover can be used at all times to help you aim your knockback.

This build is relatively cheap(probably around 1.5-2 billion), with only the most affordable purples, softcapped slash/lethal/energy defense, excellent recharge, and still retains the ability to be an excellent team player.

Your 3 power attack chain would eat through an single target, but the AE damage is and always will be somewhat lacking with ff/nrg. Despite this the AE abilities you do have available are slotted and can reliably take out groups, just not quite as fast as something like archery or DP.

If I do win I would like my winnings to go towards a CC with a theme of your choice.

This. The fact that the OP was very specific in what they were looking for, as well as clearly appreciative of any help they'd receive is probably why they've received so much help.

Most people just say "hey i want a build softcapped high rech kthx" and expect everyone to leap into a frenzy to make builds for them.

Yup. Prize had nothing to do with it, especially since I don't need any of what he was offering anyway (well, I suppose I could take the +internets ). He laid out his request very clearly, and since I have a character with those powersets whose build was already somewhat focused on the OP's goals, why not tweak it a bit and post it?

Thx for all the suggestions everyone. I'll be on test server some this week re-speccing and testing. Some of the Epics I have not tried, and am curious about the Dark one.

Also, thanks for including the WHY answers. Knowing it's best to hover above and knock foes down helps a ton. I've tried this, but more often than not, I sweep foes into a corner or wall. Could be that in addition to building sub-par, I"ve been PLAYING him sub-par. Like originally stated, I'm no N00b, but I know many of you are much much better builders/players than I am and that's the resource it looks like I'm tapping into.

Oh, and will it help my DPS if I color the NRG attacks red and yellow to LOOK like fire?

I looked at the build and while there are some slotting decisions, enhancement choices etc. that I would do differently they were mostly much closer to personal preference rather than major improvements to the overall build. Combine that with getting rather sleepy at the time and you would have the explanation for my lack of actual reply.

One thing I'd like clarification on - the OP mentions trouble soloing, but are you looking for a solo build? Or a team build that can solo?

I have an FF/Energy I've long since mothballed, but this might reenergize my interest.

I want to be able to solo. But really, the only difference in a solo build and a team build would be taking the two ally bubbles Deflection Shield and Insulation Shield, which are pretty much toss in's anyways.

I'm really leaning towards Police Woman's build. It does what I was aiming for, and also not sure if she thought I'd notice, but she named the toon "Tour de Force" which is hilarious. Kudos.

Remember you can also look at a double cost dual build, 1 with team bubbles (and maybe recall/medicine pool/leadership pool), other with a solo build.

This way you get the best of both options, at least once you have both.

Switching builds is then just a matter of visiting a trainer...

I suspect it'll be difficult to get the sort of offense you're hoping for from an FF/Energy. You can maximize your abilities, sure, but they only take you so far without significant offensive buffs or defensive debuffs on the table (the better solo Defenders tend to have one or both). Even Musculature Alpha slotting won't mean much due to Defenders' low base damage values.

FF is a pure survival set with great defense, status protection and mitigation offerings. KB & Repel are both great at keeping mobs from attacking you or hitting you with heavy melee attacks. Energy kicks in even more KB mitigation, making it a great pair for survivability. So if you wanted a survivability focus, I think you could so quite well. The fights would be slow, but safe. It's easy to layer up survivability, but not so easy to get significant gains in damage.

That said, I wish you luck and hope that your chosen build fits the bill.
