This is my first attempt at a controller build. I was slotting for recharge (just barely got perma-hasten), with some recovery and defense. I intend to be teaming (though you could probably guess that given the /empathy) so I don't expect to need too much defense.

Does anyone see any ways I could improve this? I'm not committed to
the Soul epic --- Psionic or Primal Forces would also work with my concept.

I can't see the numbers at work but what do you want to do with the build? Those pvp IO's cost a stupid amount if you didn't know that already. Personally I'd drop the decimation proc from levitate and the clouded senses proc from terrify and move them around somewhere else. I'd either take a end mod from stamina and replace it with a performance shifter proc or drop another slot into stam and have 3 perfomance shifters in it. I'd also move the Unbreakable constraints from total domination and put them into dominate and then put that last slot into it and drop the apocalypse damage into it and get alot more mileage out of that attack. If you don't want to slot for alot +def you could easily go psi mastery and have IW up alot with that much +rech.

First, if you are fairly new to the game and this is your first controller, you may want to reconsider much of this build . . . just because the IOs are available in Mids does not mean that they are easy to get. You have included a lot of Rare purple sets and several ultra-rare PvP sets in this build. Do you have an idea how expensive those sets are? Most of the folks with those kinds of sets have been playing the game for a long time and/or spend a lot of time "farming" for huge amounts of influence to buy them at the market. I've been around since Dec. 2004 and I don't have a single build nearly as expensive as the one you posted.

But having said that, this build seems to do a decent job at slotting the most important powers.

But, assuming you are going forward with that build, a couple of points: I view Dominate, Mesmerize and Levitate as the single target attack chain for Mind control. I like to slot Dominate with a combo of Acc, Hold, Rech and Damage, while Mez and Lev get slotted with pure damage. Dom-Mez-Lev is the way I take down targets. Dom-Mez-Lev has a couple of good reasons to use it in that order. The goal is to set up Containment for Levitate. Hold is better than sleep, but if you miss with Dom, then Mez will still set up Containment for Lev (but if you did Mez-Dom, Dominate would wake up the foe). Also, if you are going after a boss, Dom won't hold most of the time, but Mez will with one shot. Then Lev throws the foe up in the air while you get a chance to stack Dom again to get the boss held.

The Chance for Hold in Levitate will have minimal benefits if you use the Dom-Mez-Lev chain since most foes will already be held.

For Dominate, 4 Baz Gaze are good. Then an Acc/Dam and pure Damage. At level 50, a good choice is an Acc/Dam Hami-O and a common Damage IO.

Mesmerize gets 5 Decimation if you are looking for Recharge. I wouldn't bother with the Call of the Sandman -- You could put Sleep in the last slot if you have a spare slot, but it already recharges faster than the sleep runs out.

If you are going to use the Fortunata Hypnosis in Mass Hypnosis, which is good if you can, then put a 5th slot in it for the 10% Recharge. The Fortunata set is the cheapest of the purple sets, so by doing that, you can skip the purple set in one of your other powers. The Damage ones are most expensive.

I'll echo Local_Man's comments regarding alternate slotting for Mez and Dominate. Dom+Lev+Mez (not neccessarily in that order) will be your best way of dealing with single targets if the need ever arises. The native duration of Mez's sleep is so long, you are better off slotting it for damage as Local describes.

I was drawn to Mind/Emp mainly for its ability to run TK (I love this power) for extended periods of time (its one of the few combos that can do so without dipping into the Primal APP). I think you made a wise choice going with a high +Recharge build with a secondary focus on +DEF. Mind/ and /Emp both have long charging powers that benefit from +recharge.

My personal philosophy on +DEF is that its a great second line of protection that can keep you alive longer. The first line of protection comes in the form of your controls, but even they have limitations. During situations where your controls have reached their limits you may be the only thing keeping your team alive through buffs and heals; you can't accomplish this if you are dead.

I modified my own Mind/Emp build with your power selections in mind. Slotting is odd in a few places; its only intended to be a rough guide that may inspire some ideas of your own:

If you are a new player, I actually recommend Illusion. Illusion demands much less attention to be successful, offers a pet you can buff, is compatible with most concepts that use Empathy, and Phantom army is the most powerful control in the game, effective against everything from AVs to enemies with mez protection. The only thing of note you will miss from Mind is Dominate (by far the best ST hold of any control set).

Regardless of which control set you chose, 2 APPs stand out for empaths. Psi mastery has a buff that gives mez protection, but it's a clicky and takes much more recharge to make permanent (on the order of 130% from set bonuses). Power mastery offers Power Boost which increases the strength of your heals and the defense/ToHit from Fortitude. As a controller, you can Heal Other for around 1k and Fortitude for some +30% defense which is comparable with forcefields bubbles. However, you will need to train yourself to click powerboost before using fortitude, and remember that power boosted Fortitude does not overwrite a non-powerboosted one. Mind is not a big damage control set so you will always have anemic damage regardless of APP.

Generally speaking, your single-target hold and sleep should be slotted for damage, and purple sets should be 5-slotted. You can afford to skimp on slotting for Confuse since it starts out with a long duration and abnormally high accuracy. You should take Heal Other instead of Absorb Pain if you have to chose between the two because Absorb Pain makes you unable to be healed for a while after using it, and the heal fires 0.5s later into the animation (the cause of many squishy deaths, speaking from experience). Here is probably how I would slot a 'cheap' Mind/emp (no purple damage sets). You have perma-hasten, 20 ranged defense, and indomitable will is about 6.5s from permanent.

Dominate's true animation time (in Arcanatime) is same as Char's at 1.320s. This is nearly lightspeed when compared to most Controller single-target holds, which generally have Arcanatime animation times over 2s; I think the next-best one is Blind at 1.848s, some 40% longer, and Blind recharges a second slower. You are right that Char is a very close contender, which I should've kept in mind when saying that, however Dominate does not have a projectile, and the hold lands almost instantly as you fire it. It is a very fast, very responsive hold that stacks magnitude well, with good DPA to maximize proc damage. Things like -def, endurance drain and -slow are nice, but ultimately gravy on an enemy that is held and helpless.

To add a bit to Laev's view on Dominate, it is one of the very few attacks that has no positional component (it shares this trait with Blind). I have found this very useful, aside from a select few mobs with high psi defense (Carnies and some Arachnos), Dominate is sure to hit. It's not an overwhelming advantage, but it does come in handy from time to time.

Thanks for the tips. Here's a revised version that I made. I'm keeping Absorb Pain, because in my experience I tend to want more for End than HP (and that will only get worse as I add + recharge), and, since I'm on a static team with a lot of melee ATs, I usually only take damage if I accidentally aggroed a second spawn while maneuvering, in which case I'm dead anyway.

You can ditch the End Mod IO in Adrenaline Boost and put that slot elsewhere (maybe dominate for more damage). Adrenaline Boost has a ridiculous amount of end recov so adding the extra end mod slot is wasted.

The purpose of the End. Mod is to allow Blasters, Defenders, and Corrupters to recover through crashing nukes which come with a 1000% recovery debuff. AB without the End. Mod. and Recovery Aura together allow them to come out of the red on recovery, but just barely.
