how does FM/SD fare?
As with everything /SD, its good. Fire has nothing in particular that says "I'm meant to go with /SD!" to me -- I suppose the AoE supplements shield charge nicely but...
It was a very popular FotM not too long ago and I have seen them do some impressive damage. As with any /shield it will probably be expensive to set out and softcap but I doubt you would be disappointed in it. I know there are a lot of builds posted on here so check em out and see what you think.
If you like doing damage, you will love your Fire/Shield scrapper. Did an ITF with mine a couple nights ago to get my notice, and she did quite well.
I enjoyed leveling my Broad Sword/Shield more, but I love my Fire/Shield all IO'd out. Mine's a concept build, so his DPS and survivability is medicore. Still, his AoE doesn't suffer, and his survivability was enough to do a Rikti War Zone challenge in 1 minute 40 seconds, and that's without the level shift. I could probably get it to 1:30 if I didn't make mistakes. (Yes, I know Iggy did it way faster on his Super Strength/Fire Brute.)
The video is terrible (no sound, no UI, sword doesn't show), but hey, I haven't redone it on the new computer, partially because Iggy beat my time by such a huge margin.

FM/SD is amazing. I achieved 250dps on a non-recharge, poorly optimized, cheaply slapped together soft-cap build against a Pylon. Not too shabby.
The only thing I can say against it is it does tend to get a little boring after a while. You're a really one-dimensional character. Run in, Shield Charge, FSC, Fireball. You don't really do much else...
Shield can have great survivability. Fire has a fantastic combination of AoE and ST DPS. Toss in fireball and shield charge and you've got massive AoE along with massive ST damage. And like neo/werner said, it doesnt require a perfect build designed a specific way to do well.
If I'm forming up an ITF, I always pray that the guy getting a scrapper is getting a FM/Shield.

I have one and it's good. I use body mastery tho with a FF proc in Torrent (I really like it).
I currently use Armageddon in FSC and Oblit in SC any thoughts on that slotting. Do peeps put Arm in SC (keep in mind I need Oblit somewhere for capping purposes).

Arm's proc is the better proc, so I'd keep it in whatever power you activate more (likely FSC since it has a shorter recharge). Unless you FSC and SC exactly once per spawn, in which case move Arm over to SC because of the bigger radius and higher(?) target cap.

He's now a lvl 50 +1 FM/SD/Blaze Mastery scrapper and he is amazing. He has 3 purple sets along with the crushing impact sets, etc. io sets and just melts everything. You will get invited to teams a lot.
Admittingly, he is sort of squishy. But I don't care. I don't get invited to teams to tank.
I have one and I kinda burnt myself out on him because he is so awesome that he was all I was playing. Fire/SD/Fire he just does everything well, especially once he made his Tier 4 cardiac and has zero endurance problems. Great single target dmg and with fireball, FSC, and SC more AOE than he needs to kill an agro cap mob (fireball usually only has 2 or 3 guys left to kill.)
