I'm probably gonna be scooped:
This week's WTF is the Apex TF. It imposes a -4 level shift if you do not have your Alpha slot unlocked and slotted. so the foes in the tf will be 54s making you -8 levels effectively to them. Not all tfs impose this penalty, just Tin Mage and the Apex. You do not need a Notice to craft the tier 1 or 2. SO you could craft a low tier alpha and do Apex or wait till Tuesday when they switch the WTF. Also, some teams do not care if you would be -8 levels if you bring some benefit to the team, sets that come to mind would be Kin, Emp, shields or bubbles, or Rad.
It's also probably worth mentioning that a Notice of the Well is completely useless to you until you have first slotted up two uncommon Alpha Boosts in the same tree.
So if you have a pile of shards sitting around waiting for you to do something with them, I'd suggest that you craft up to get two uncommons in the same tree.
Since the reason you weren't invited on the WTF is that you don't already have an Alpha Boost, there's no reason to even think about trying to get a Rare boost yet.

You told your team that you are not alpha slotted, but you say in your post that you have a "large amount of shards". Later in the post you said you have tier 3 of musculature.
As long is you have tier one of Alpha slot, that would allow you to do both Apex or Tin Mage task forces, without facing the -level.
This does mean also that you would actually have had to equip the musculature alpha.

Just checking, but you do know that slotting the abilities doesn't lock them, you can switch them in and out at will and can convert an ability you have slotted to the next teir up with no problems (provided you have all the other salvage). You don't have build up all the required parts without using them.

Musculature Boost (which I have)
Essence of the Incarnate (need but can build)
Gr'ai Matter (need but can build)
Notice of the Well (which I have no idea where to get this at)
I guess I am a bit confused. The Convert(in the Breakdown area I guess I am not sure how to create those. This is where I am having the problem with.
For instance:
Notice of the Well Breakdown Breaks down a rare Alpha Incarnate Component into 4-6 Incarnate Shards.
Notice of the Well Need 1 Have 0
But if you do have a Musculature Boost, then you should have something to equip in the Alpha slot, as a Musculature Boost/Core Boost/Radial Boost does go into the Alpha slot.
And on Tuesday the WST will change away from Apex (don't know which one is next), so you may have a easier time to get a Notice then

In other words, equip that musculature bost and then no one will say a word to you about running the Apex TF. When you finish the Apex, you will get 2 more shards and a Notice of the Well.
OK, if you have the Musculature Boost then you do have something to equip into your alpha slot. Musculature Boost is a tier 1 Alpha slot enhancement. You can equip that, and are alpha slotted.
Then you craft the tier 2 The Musculature Core Boost(Or Musculature Radial Boost, but based on your saying you want the MPCR, that's on the other side of the enhancement tree). When you craft the Musculature Core Boost, that will eat up the Musculature Boost(Tier 1) and then allow you to equip the Tier 2.
Then you craft the Tier 3, in your case the Musculature Partial Core Revamp, which will eat the Tier 2.
To get the tier 4 you will have to start from the bottom up, and craft a new tier 1, turn that into a new tier 2, and then turn that into a new tier 3 that is NOT the same tier 3 you already have. But it have to be one of the Musculature enhancements. You could not use the Nerve, Spiritual, or Cardiac. You then craft the tier 4, which will eat up both of the tier 3s you've crafted.
Does that make sense? I understand it might be a bit confusing, but you'll get the hang of it easily enough.
Secondly... In the Convert-> Breakdown... don't use that! ..not yet anyways. The breakdown does exactly what it sounds like. It takes something you already have, and turns it into shards. Basically like taking a car apart to use the parts for something else.
So if you had a Notice of the Well, and broke it down, then you'd just have more shards and couldn't use the Notice of the Well to craft your Tier 3 and 4 enhancements.
Ahhh... I appreciate all of your responses! One thing that I did not realize was that you have to right click on the power then add it to the tray. One thing that was never mentioned. Ok I have it slotted and it makes since now.

He crafted a tier 1 Nerve Alpha and had 2 shards to spare. (Whew!) He slotted it and finished Apex with a Master of.
You have 3 tiers, which is much more than what my cold/rad had. To slot the alpha, go to Powers->Incarnate Abilities. Click on the Alpha and select 'Slot Power'.
