Alpha Alphas and .. the Military?

This is just a few ideas I've had stewing around in my head for awhile, so please indulge me as I nerd-gush onto these boards!

- The Military

We have the Paragon Police Department, with their state of the art technology. Mechanized Suits. Robotic War Machines. Enough manpower and firepower to take control of a small continent. And this is just -one- Metropolitan Police Dept.. albeit an especially well funded one to be sure.

So then.. where is the Military? The Army? Navy? Air Force? Marines? Hell, even the Coast Guard!

Surely the Nation's Armed Forces aren't content to leave ALL of the responsibility of safeguarding Rhode Island's soil to a mass assortment of Metahumans and a lowly Police Department?

I can't recall seeing any NPC or mob in the game remotely related to any military branch.

So what I was thinking is.. more 'militaristic' themes. We already have some assets in-game. The Longbow helicopters.. the Vanguard Tanks.. could be a simple matter of simply re-skinning them. The true difficulty would be in adding in attack powers and animations, however. But I'd -LOVE- to see this and hardly think I'm alone. You could even use the Mastermind Animation and animate Marines rappelling from some of the animated helicopters in-game.

- Alpha Slot Abilities

I thought of this after finally achieving my Tier 4 Cardiac Slot. What if we were to be given a reward for slotting -every- tier slot of all four branches?

Perhaps we could effectively disable ED for our toons? That may be too extreme, but a reward I'm sure -everyone- playing the game would be actively working towards achieving.

Or the more reasonable route.. Allowing all four of the Alpha slot abilities to be active simultaneously? All four Tier 4 slots going in-tandem, with no need to switch them out?

/nerdgush complete.

There's a military presence in the Shadow Shard.

Holy overpowered! No.

"You don't lose levels. You don't have equipment to wear out, repair, or lose, or that anyone can steal from you. About the only thing lighter than debt they could do is have an NPC walk by, point and laugh before you can go to the hospital or base." -Memphis_Bill

I weep at the thought of not only how overpowered this would be, but also how ridiculously difficult it would be to actually get.

The Posse Comitatus Act

I used to fiddle with my back feet music for a black onyx. My entire room absorbed every echo. The music was . . . thud like. The music was . . . thud like. I usually played such things as rough-neck and thug. Opaque melodies that would bug most people. Music from the other side of the fence.

Additionally the I20 sneak peek had what appeared to be a naval destroyer complete with an Admiral (I forget his name) with text that seemed to imply he was there to conduct operations against the Praetorians so we might be seeing more military NPCs, but only in situations which wouldn't violate The Posse Comitatus Act.

I don't think the -second- alternative would be overpowered at all.

At level 50, most of your important and relevant stats should be soft-capped regardless. That is, unless you're doing something wrong (such as not using IOs). The bonus from the Alpha abilities, after you factor in the soft-cap, are nominal.

Disabling ED? I wasn't around for the pre-ED days, but I can see how ridiculous it would be to have the capable of one-shotting other players and taking down AVs in a matter of minutes, solo.

And I'm glad they're bringing in more military aspects. A Naval Destroyer, huh? Now that's interesting.

As for Posse Commitatus.. Yes, it prevents traditional Military resources from participating in domestic -Policing-. An invasion of our home-soil from a foreign power, let alone Praetoria, would -require- an armed military response.

Even still, under the provisions of the act.. The US Coast Guard is exempt. Not to mention the Dept. of Homeland Security.

Aside from the question "WTH is an Admiral doing on a destroyer (asked the ex-Navy guy)?" the UN has troops in the RWZ. They're called Vanguard.

Check out the Repeat Offenders network of SGs! You'll be glad you did.

Longbow is trained and armed by NATO in cooperation with Freedom Corps which I'd think qualifies them as a legitimate military organization.

Who also use tanks and gun turrets. (Not that the tanks are particularly effective...)

There's also a small presence in Peregrine Island, outside the building with the portal to the Shadow Shard.

Always ways around that. The US Navy, for example, cannot board a civilian ship for the purpose of law enforcement, yet ships commissioned in the US Navy do this all the time. Why? For purposes of law enforcement patrols the Coast Guard assigns a law enforcement detachment to a navy ship. When the time comes to perform law enforcement duties, the LE detachment takes operational command of the ship, which then effectively becomes a Coast Guard Cutter.

So long as the Coast Guard Personnel conduct the actual enforcing of the law (ie - the boarding of a ship) everything is legal. The Coast Guard is just availing itself of another military branch's assets.

Back in the day, we often borrowed Air Force planes and Navy radar platforms to supplement our surveillance.

Point is, so long as a designated "Law Enforcement" official is in operational command, assets from any branch of the military can be used for law enforcement purposes.

Well, Independence Port isn't deep enough for an aircraft carrier .

More realistically I figure he's a staff officer (Naval Intelligence maybe?) who's come to Paragon city to coordinate the Military and Hero response to the Praetorian threat. As such the Destroyer isn't actually under his command but is stationed in Paragon in case he needs some firepower (or a bit of gunboat diplomacy).
