DA/Ice Build help
First of all, the colors you've chosen are very hard to read against the "Hero blue" background. You may want to change that.
The build is a good one on the whole, but I'd suggest a few changes.
If you move the Steadfast +def so it's the 6th slot in either MC or DE, you'd get a 1.5% recovery bonus. Not much, but it doesn't cost you any slots to do it.
I'd change the slotting of Death Shroud up a bit. In this case, I don't think the 1% recovery in Cleaving Blow is worth slotting for. If you went with all Multi Strike, you'd get small S/L and F/C bonuses, and the enhancement numbers would be almost as good. They're not big enough to slot for as a general rule, but I think that would be more useful than the 1% recovery bonus. Another option is to slot 3-4 Eradication in Death Shroud for the E/NE def bonus, then add another couple of slots for sufficient end reduction. The end reduction won't be as high as in your current slotting, but I think the trade-off--a 3.13% E/NE def bonus, is worth it.
Instead of the Karma in CJ, I'd slot a def common IO or another LotG +recharge, and put a BotZ -KB in SJ instead. No extra slots, and you'd get another 7.5% recharge bonus.
Both Cloak of Darkness and Weave are underslotted for end reduction. This is particularly a problem for Weave since it's a relatively high-end toggle. I'd add another slot to each, and put in a LotG Def/End/Rchg.
Ice Patch doesn't need two slots, a recharge in the base slot will make it "perma". So use that slot elsewhere.
I'd recommend swapping the order of Tough and Op Gloom; it won't hurt to delay Op Gloom until level 30.
I'm guessing that Op Gloom is so heavily slotted for the recharge bonus in Stupefy. I'd only do it if you feel that everything else is sufficiently slotted. But for example, IMO Health currently needs more slots, but your call which is more important.
Slotting a full set of Obliteration leaves Frozen Aura underslotted for end reduction. A better alternative might be to get the 1.8% S/L bonus by two-slotting Rectified Reticule in Build up and using Eradication in FA similar to what I recommend for Death Shroud.
Here's your build with the changes I recommended. I left Op Gloom as is, but as I mentioned you might want to use those slots for something else. Most of the other stats are the same or a little higher in the revised build, but E/NE defense is much higher, which I think is important since DA has little energy resistance.

Knight Court--A CoH Story Complete 2/3/2012
Thanks Findulas, that looks a bit better and as you say the E/NE defense increased significantly. Assuming I can scrape together the merits and cash for it, it should be very sturdy. I picked up the Cardiac Alpha this morning, and that's proving to be a huge help.
And here i thought i was being fairly original with a DA/Ice tank..at least its a some what unique tank.. i went a slightly different route than the other 2 posted here...bear in mind i am only at lvl 20 thus far..but i love him so far and with ice patch slippin up people and CoF fearing the minions its kind of a interesting tank..never used Oppressive Gloom before so unsure of how much -HP it takes and if disorients bosses and LT's not just minions, CoF gives me a nice toHit Debuff.. anyway Dark Armor experts feel free to rip up my build but i wanna keep psionic Res at least 75% and S/L Def soft capped..

Oh yeah i would have changed the colors but i have no clue how to do that!! am i using an older version of Mids? v1.9 have not checked for updates but noticing people putting in their alpha slot.am i behind the times as usual? Thanks Dark Armor community!!
There's a few other DA/Ice tankers here on the boards, but I've yet to see one in game. Some things to keep in mind-
Cloak of Fear has crummy accuracy and a large endurance cost. I used it while leveling up (because I had never taken it on a DA character before and I thought the tohit debuff would be useful). I wasn't real impressed with it. I had a bunch of endurance problems while leveling (although frankeslotting and the theft of essence IOs helped a lot) and Cloak of Fear wasn't part of the solution. If you're keeping it around, plan on slotting some accuracy in there and a lot of end reduction. Maybe look at the accurate tohitdebuff sets (siphon insight is what I had in there while leveling up).
Ice Patch- you'll probably want a recharge rate in there rather than an end reduction. Should allow you to keep a patch out at all times. Handy
Death Shroud- I guess something had to give... if I was only slotting it with three slots, I'd find a bunch of el-cheapo multistrikes and cleaving blows to use. Enhance End reduction, acc, and damage (in that order), IMO. Death Shroud functions as your taunt aura, so whatever you're not hitting actively with single targets, taunting, or hitting with frost/frozen aura, you're relying on Death Shroud to pick up and grab the attention of. I tend to prioritize slotting on my auras more then that. In fact, when I run herostats, my auras are usually #1 or #2 in total damage dealt.
Greater Ice Sword- Most folks seem to hate this power. I have never tried it. I will leave the bashing of it to those who have.
Oppressive Gloom, I've just respec'ed into. It's useful with just one slot. The -HP is virtually unnoticeable on a tank, but it only works on minions (not LTs or Bosses) although it's effect can stack with somebody else's disorient to disorient Bosses/LTs.
Your colors are fine; that's what I usually use for builds and it works well against both a red and a blue background.
Regarding Op Gloom, the main benefit of it over Cloak of Fear is that unlike CoF, it uses a very small amount of endurance and requires no slotting to speak of. Also if you have a secondary that stuns the stun in Op Gloom stacks very nicely with it. Of course, that's not a factor with Ice Melee. I find the -Health to be completely trivial, it should be almost completely unnoticeable to a tank with slotted Health. Like Cloak of Fear, it just affects minions.
Your current build isn't bad, though I definitely would recommend some changes to the slotting, mostly to optimize for end reduction and defense bonuses.
Starting from the top:
It is unnecessary to slot for so much end reduction in your primary armor toggles, they are very low endurance toggles. Skip the RA Endurance IO and use the Res/End/Rchg instead. Tough is the only resistance toggle that arguably needs more end reduction, so if you want to enhance it at a higher level switch the slotting of DE and Tough, since the Steadfast +def will keep it at the ED cut-off even using the End IO.
The four attacks slotted with Kinetic Combat are underslotted for Accuracy and Damage, especially since you're using the KD proc instead of the D/E/R. I would try to put another slot in them whenever possible. I prefer the Mako's quad for that purpose, but any Acc/Dam IO will do.
Dark Regen is a huge end hog and at this point it's very underslotted for end reduction. I'd aim for at least 50-60% end reduction, and probably the best way to get it is to frankenslot Heal and Acc Heal IOs. Definitely keep the ToE +End, though.

IMO, Cloak of Fear is overslotted. I know you're going for the set bonuses in Dark Watcher's, but I think those slots could better be used elsewhere. You can get near the same values at very low cost by slotting 3 Fear Acc/End IOs.
Death Shroud is underslotted, especially for Accuracy. I'd try to put at least another slot in there, if not two. And again, frankenslotting is your friend here if you want to minimize the use of slots.
Obliteration is not a good choice for Frozen Aura, IMO, since it has very little end reduction. You'd be better off using 3 Eradication for the E/NE defense bonus plus another couple of slots to make sure it's adequately slotted for end reduction.
Conserve Power and Physical Perfection are overslotted. I'd leave CP at the base slot and use no more than two slots for PP--remember that it has half the value of Stamina so it doesn't need to be slotted so heavily.
Lastly, if this were my build I'd drop Soul Transfer or Recall Friend and pick up Hasten instead. If you want recharge, Hasten is a lot cheaper and more effective way to get it than set bonuses.
Here's the build with the changes I recommended. (I would have liked to put another slot in Hasten, but wasn't sure where to pull it from.) S/L def is still soft-capped, E/NE def is 6% higher, recovery is a little lower but it should be fine since everything is well slotted for end reduction. The recharge bonuses are lower, but picking up Hasten will more than make up for their loss.

Greater Ice Sword- Most folks seem to hate this power. I have never tried it. I will leave the bashing of it to those who have.

My single target chain goes something like Frozen Fists (for bruising) then IS -> FT -> IS -> Gloom. It actually takes care of bosses pretty quickly. When surrounded by mobs I still focus on the Bosses, letting Frost and Frozen Aura take care of minions/Lts. That chain is FF -> FT -> Gloom -> FA -> Frost. If hasten's down I have to squeeze FF or IS to fill the chain. Since it does not look like you're taking any epic pool attacks, I would expect your chain to be similar to mine (using FF where Gloom is in the chain). In addition to being pretty decent damage, it is also a decently quick, yet end-efficient chain.
I'll take a crack at your combo with Mids to see what I can come up with. Always good to have various routes to gain inspiration from

Greater Ice Sword is currently skipped by most tank that use Ice because you can get better single target DPS with Ice Sword. I took GIS while leveling my tank and while it's good damage, the animation time and end use was pretty bad. So when I began reading on the forums about dropping it for IS, I tried it out and have yet to regret the decision. Also you can take IS sooner so you have a more complete attack chain when exemplaring.

An Offensive Guide to Ice Melee
Here is what I came up with. With a Luck you can softcap s/l/n/e. The slotting for Freezing Touch is what I'm currently using and it allows me to perma hold bosses while cycling through my attack chains. The build looks good to me on paper, but I'm not sure for practical uses. My Ice tank can afford to get more recharge bonuses and has EA, so attack chains may not be as fluid with this build. Also, dropped OG for CoF mainly for the -tohit to stack with your defenses, even though it makes the build more end hungry.

Freezing Touch: 4 slotted with Basilisks Gaze and 2 slotted with Invention Damage IOs, for a total of 2,5% def to e/n
Boxing/Greater Fire Sword/Frozen Fists: 4 slotted with Kinetic Combat IOs for a total of 11,25% def to s/l

Unless you have a Mac and can't use Mids', you should export your build to Mids' using Titan Sentinel and work on it that way. It's *much* easier than trying to track it on paper.

Proper slotting would help as much, or more.
I designed the build around the Alpha slot. Even without the Alpha, end is quite managable, but it requires a little more attention than an average build.
It's hard to make specific recommendations without seeing the build in Mid's, but again, with better slotting it should be possible to have your attacks fully slotted for damage and maintain the defense bonuses you want. The Kinetic Combat sets, for instance, all need another slot to have sufficient accuracy and damage. (Except Boxing if it's being used as a set mule.)
Sorry I didnt want to give the impression that I was looking for advice, I just wanted to add my 2 cents to the potential for these powersets.

Hey LSK, I have seen you on Defiant a couple of times.
To answer your question, I usually wait until level 50 to io and accolade my toons. One execption was during Rikti Raid week when i accoladed my Ice/Mace tank, who is at 28 now, with Watchman.
Also to be honest I gave in to tempatation on Freedom and did some AE +4/x8 farms. Maybe thats taboo here on the forums but oh well. Had to try it out, that stuff dosen't exist on Defiant.

In this particular case I think you've made some very poor slotting choices, and although they are your choices to make, I'd rather not leave readers with the impression that they represent standard slotting.
By the way, building with the assumption that Death Shroud will only be used in conjunction with Conserve Power is an especially poor design choice. DS should be an "always on" power when in a mission, and if you don't have enough endurance to run it that way pre-Alpha slot, that's a big problem, IMO.

I have a fair stockpile for my DA/Ice tank and I'm trying to build a blend of decent defense coupled with good recharge (both for improved offense and for getting Dark Regeneration up faster). Eventually, I will go with the Cardiac alpha slot line. Any thoughts on how I could accomplish more with less? I'm not married to Oppressive Gloom, but the recharge bonus is nice and being able to eliminate minions as a threat is helpful as well (I could see swapping Manuevers in there instead of Buildup or Hasten, although I don't want to lose Hasten as the build is pretty sensitive to recharge slows and Hasten is kind of my trump card against that).
