Okay, why the purple Immobilize set in Crippling Axe Kick, and the stun set in Cobra Strike?
I get wanting the recharge bonus, but those are attacks and you should slot them like it.
Swap one of them out for Armageddon in Dragon's Tail.

Not only are they attacks, they're some of the better attacks available to the set. Slotting them as mezzes significantly diminishes your offensive capacity for questionable returns.
In particular, Cobra Strike has an immense base stun duration for such a meaningful attack. If the chance for it to activate cooperates, it will be permanent against even-level foes with no slotting at all. That means that with the kind of recharge slotting that's beneficial in any attack, it's going to be stackable even with no stun slotting. My MA/Regen Stalker's Cobra Strike has 5 pieces of Hecatomb and the AA Stun/End piece in it, which helps a lot with the cost of spamming it and gives me stun duration that will let me keep a +2 boss stunned.

Are you really attached to the idea of getting intimidate? If not, then you probably want to consider dropping the taunt and the fear and picking up some more of the various defense powers and slotting LotG +Recharge in them. You'll end up with close to the same recharge and a decent amount more defense.
Here's another build I have been tweaking. I chose stealth and invisibility for speed runs for TFs. Is it better than the first? What changes are needed?

Common Mistake to those first toying with mids: Slotting for global bonuses while underenhancing the powers themselves. Almost all of your powers could have up to 25-50% more recharge naturally, you ultimately managed to cover this with global recharge, but the sacrifices to do so are unnecessary.
Now, to misunderstanding the set itself as it is in it's current form.
Both Regen and Martial arts have changed drastically since release, this causes several problems in the build that may have made sense back then.
1.) MoG is not an IO Mule anymore. Now it's your go to I WIN button for 15 seconds. Know where most regens drop? The Alpha. Not a problem anymore. Team just wiped? You're covered. Need a few seconds to recover in a boss fight? You got it. Want to tank that AV while the actual tank revives? Sure you do, now you can.
The point, MoG is a perfect crashless defensive nuke, it is meant to be used to allow you the chance to pop the cap every other spawn and get the situation under control so regen can do the rest of the grunt work.
2.) Instant healing, without even a frankenslotted Heal/Rech? I know only 200% of that is enhanceable, but that's still enormous. /Regeneration is all about knowing what tools you'll need to win a fight in advance. You use reconstruction only if its a normal fight, instant healing or dull pain alone if you have a tough fight, you use both (+max HP stacked on high regen%) for fights that should be impossible. And you use MoG for fights that are impossible.
3.) Cobra strike isn't just a stun anymore, it hits just as hard as crane kick, only it doesn't knock the enemy back and it stuns longer than its recharge. Slot as an attack, if you want it, put a disorient IO in the final slot.
4.) Crane kick is an awesome attack, why did you slot it to knock an enemy in to space? For s&g's? Alright, I can get behind that.
5.) You have focused accuracy an incredibly end hungry toggle (that you CAN handle of course... but), why then did you slot the endurance reducing tohit enhancing set in Focus Chi instead of that?
6.) Why Mag 7 set bonus KB Protection? Integration has you covered.

To get a good idea on how to correct, take a look at the enhancement values on the powers, shore up those weaknesses and then try to jam as much recharge back in to as you can. Remember you can use the new incarnate slot if you're missing something also (spiritual is a must, free +rech/Heal SO for EVERY power would go a long way to fixing this.)

Like I said, a friend had a lot of input in this build (since mids screwed up on my computer so I had to use his). I usually trust his ideas (he has a pretty good BS/Regen scrapper) but it is clear that he doesn't know much about MA. It doesn't help that I've have had my original build since CS was only a stun and I had to spend power levels getting the fitness pool.
My friend is away right now, so if anyone could actually fix my build and post it, I would be very grateful (can't really craft a build in Microsoft Word). I'm not sure what is best in lieu of no longer selecting fitness and CAK and CS becoming much more useful has also perplexed me. Also, I have never truly slotted a character completely with IOs, so I am dealing with all these hurdles at once.

So what you can do is import that to mids, exchange the Kin melee tab to martial arts, and tweak it to fit your preferences.
Honestly that build is about as good a /regen as I've seen, kind of expensive, but a good goal to have in mind.

I hate to sound demanding, but could someone make me an IO'ed MA/Regen build? It is clear that I am not sure what I am doing. My MA/Regen still has wasted slots from when fitness wasn't an inherent. If someone does help me, keep in my that I can get travel powers st 6, bypassing the need to get a previous power.

First, thanks for referring my build, Katten. Quite flattering lol.
Edit: Forgot to mention that I didn't put a travel power in the build. With the addition of ninja run and beast run, I've found myself no longer including travel powers in my builds. The exception being Super Speed for my characters that stealth, or Teleport if I can squeeze it in. Ninja run is satisfying for horizontal motion and hover makes up for the vertical limitations.
Alright, That_Ninja. I did what Katten suggested to you and took my km/regen build and just swapped powersets. I don't know much about the efficiencies of MA, as simply swapping powersets makes the build lose crane kick. However, compared to my km/regen, this build gets a little more melee defense and keeps the same level or recharge.
Also, this build is slightly different than the one that's linked in Katten's post. I dropped Confront for Tactics for confuse/fear resistance. Though, that's subject to change since my scrapper is level 15 at the moment and I constantly find new ways to optimize my builds... my dm/sr scrapper is going through his, at least, fifth refinement after I thought I had settled on a great build.

@ Infini: Just looking at the build itself as I'm at work and can't access Mids, are you sure you need Physical Perfection in addition to Stamina and Quick Recovery? Granted, I have Dark Consumption but having just Stamina and Quick Recovery single slotted with the Performance Shifter Procs works well enough on my DM/Regen with only the occasional need for a Blue or Dark Consumption. You would be able to shift over to Soul Mastery APP for Shadow Meld if you are willing to get rid of the Body Mastery pool. Also, at the very least consider moving the 2 extra slots in Focused Accuracy to Tactics and find another slot to toss into Tactics and 6 slot Gaussian's Fire Control in that. Outside of that the /Regen side of your build looks pretty good. I personally have that Doctored Wounds set in Integration instead of Instant Healing and IH has just 2 Numina and 2 Recharge IOs but you're version is good too.

Hasten is definitely a must, but without beast or ninja run, I feel like I can replace Hover with something else.

In case you're interested, I took Leaping (Combat Jumping and Super Leap at level 49), Speed (Just Hasten), Fighting (Boxing, Tough and Weave) and Leadership (Maneuvers and Tactics) on my DM/Regen and will be shifting to Soul Mastery once I finally decide to move her to Redside to get it.

Well, you could add an actual damaging AoE into the build by adding fire, mu, body or mace. Mu and Fire have the best AoE's, Mace has some utility and weapon customization, and body has an additional KD in it's AoE (great opening move) and some more regen/rec. I'm playing a MA/Regen right now, I wasn't aware of the relatively low damage of dragon's tail (though the KD is very nice).

My MA/Regen scrapper has had a somewhat tough fight up to level 41. She does fine solo or small teams, but in larger teams (6-8), suddenly her fragileness shows. I've gone red-side to pick up Leviathan Mastery, and took up Water Sprout and Hibernate for added survivability, hehe.
Regarding Dragon's Tail low damage - try using Eagle's Claw before using Dragon's Tail - the new "Eagle Claw's critical damage" proc should get Dragon's Tail to crit almost every time. :3
