The best VEAT for 1 billion inf
I'll be interested in seeing what responses are given. I've been getting lucky on purple drops such that I skyrocketed from ~250 mil to 1.2 bil pretty quickly, and my Crab is quickly reaching level 47, where I can respec into his level 50 build. I have a build set in Mids that I think is reasonably strong, hitting 46% in Ranged def and ~30-35 in Melee and AOE and probably won't cost more than 400 mil, but I bet others can do better.
I'd share it, but I'm at work and don't have access to the build.

Speaking of sick DoT numbers, I have really been enjoying playing my Night Widow. Electrifying Fences -> Dart Burst -> Ball Lightning -> Spin.
Fun.
With the ease of acquiring more expensive IOs (LotGs, quads, etc.) due to A-merits (and regular merits), the Inf cap isn't too much of an issue outside of buying cheap sets, components and purples. And, well, purples are a waste on the majority of characters. Unless you're, of course, counting the money lost from spending A-merits on LotGs to use rather than sell.

That may serve your needs, and with using A-merits to buy the LotGs, and possibly the uniques and a couple other specific pricy bits, the only really expensive pieces are the Cytos (which 'sort of' can be replaced with some ToHit Buff/End Reduc set pieces). It might not be 'the best', but my friend who runs it now is quite content.

The critique is more in depth and the only thing different now is that I have a couple LOTG Global Recharges and maybe one more Cyto than when I did the test runs and critique. I can tell a big difference since I've added those enhancements but I think those are obvious and don't need to be explained in great detail.
To sum it all up though...its a build that will fit your budget and give you the performance that you want out of a Widow. I do have it IO'd out but no purple sets, which would be nice to have but I can't see the benefit vs cost on those. It's slotted just as you see in the Mid's build with any differences noted in my critiique.

Here's my Crab build, for the record. It's not in-game yet as my Crab is still 45, so I can't actually speak to the effectiveness. It's more of a Crabstermind build as it focuses on all 6 pets and team support buffs, but the ST and AOE attacks are solid, though there's no real chain. Accuracy hits 95% for +4s with the exception of Omega Maneuver at 85%, which may be a waste for most content, but it can't really be avoided. Ranged def is softcapped, with Melee and AOE def one purple inspiration away. There are some relatively pricey sets, but no purples or HOs. It should come in well under 1 billion with intelligent marketeering.

Surveillance - Summon pet - Build Up
Shatter, Shatter Armor, Poisonous Ray, Placate, Shatter.
That's +80% damage to self and potentially -60% resistance to the target for the final Executioner's Strike.
That's either a dead boss or an EB missing a few limbs, makes a nice dent in AVs too. The build is softcapped in combat with enough raw damage and recharge to make Blasters cringe and two pets who can be cycled between, there's also a health chunk of +hp, +end and +recovery. Musculature Alpha for more DPS, Spiritual for faster distractions (pets). I think it's within budget, and if you have them handy, replacing CD and CJ's slotting with LotG Defense, Defense/End and global recharge will work nicely.

My suggestion-
Keep playing, collect more HERO or Vill merits or Reward Merits. Gather whatever you may need to be able to acquire more or better IOs and sets. It will so worth it. Play the market some more, if you may. Keep working on it and don't stop.

Make all IO's available in Paragon Market! NCSoft, the chinese are making BIG money selling influence and other stuff in the game. Best way to stop them = make the paragon market a place to buy all IO's and perhaps other things as well.
How much recovery do you folks generally shoot for in these builds?
I kind of want to move some things around in the build I'm working on for my fort, but I don't really have a sense of how much +rec to build in.

This is the "half-way point" (in other words roughly 500 million inf spent).
Don't think I can afford to get the Cytoskeletons and keep it under 1 billion, as they are running 300 million each right now. I also used a lot of my salvage and crafted almost everything myself (unless it was cheaper to buy it premade).
I do NOT miss elude now... I died ONCE and that was me being reckless. I cannot wait to get the other LotGs and the Cytoskeletons...
As a note, if it isn't crafted, the enhancement is temporary.
Now, onto the Leviathan-Crab and Mace-Bane!
I have no idea if you plan to use my build or not, but I put it together this afternoon, and I can confirm that it costs about 800 mil (although I was in "buy it NAO" mode, so I know I overpaid on a lot of salvage) and it is decidedly effective. I've been running steadily at +0/x8 and I'm still only level 47. You do want a purple insp running during combat when solo, but otherwise it works just fine.

I like your build. I am tweaking stuff on account of my Leviathan Mastery instead of the Mace, but it is a great starting point!

I am really and truly interested at how to soft cap damage for both the crab and bane builds...
So, to be clear, I respecced my widow and she now has superjump and leadership, but none of the fighting pool. Would I need tough and weave for the crab and/or bane to walk around with relative impunity as my widow has done, or can I just do the double leadership and leave it at that?
Put a vote down for the 'Huntsman' build.
I'm at work so I don't have an exact build for you, but I've invested quite a bit in mine and find that this is a well built toon that can do it all. Thanks to the inherent fitness line, I was able to rearrange a few things and fit in a traditional full 'huntsman' build along with some of the perks of a Bane (shatter, crowd control, hide and placate).
The only issue I really had was with endurance even with both uniques and stamina (running 7+ toggles), but thanks to the Alpha slot that problem has gone away.
With the amount of Inf you have, you can get soft-capped defense, a few uniques and a big boost to recharge and accuracy...and you're left with a toon that is tough as nails and does very good damage.
I don't have a soldier so I can't really.....put too much opinion into this.
but I can say:
when slotting single target RANGED attacks, unless you're getting an apocalypse set...most people would say decimations for the 6.5% recharge. I usually use entropic chaos though with one hamidon +acc/+dmg. same bonuses, and the difference in damage% is so minute you can't even see it by 50.

It's not difficult to get softcap defenses either.
Magisterum- 50+3 Fortunata--Virtue
Lukerion- 33 Emp/Rad Defender--Virtue
Noah Heartily- 34 SS/SD brute- Virtue
Mika Heartily- 50+1 Fire/MM blaster-Virtue
I think, on the Bane (even though he is named "Huntsman Beorn"), I am going to respec into an almost exclusively melee build.
Shatter - Bash - Pulverize - with either Crowd Control or Shatter Armor depending on how many are in front of me, and Poisonous Ray as a nice little filler.
I want double Leadership, and Super Speed + Cloaking Device + Recall Friend maybe for TFs.
I also want Kick+Tough+Weave, and if I can fit it in... Combat Jumping.
So, based on those parameters (for the Bane, I am still shelving the Crab Rebuild for the moment), I wonder what I can get for 1 billion that will be at the cap for most to all defenses and a solid DPS attack chain on (mostly) single targets.
So, I enjoy my VEATs a great deal...
Right now, as messed up as they are now (lots of attacks that follow no recognizable pattern, never put them in Mids, IOs because I had them on hand or there was ONE bonus I wanted) my Crab, Widow and Bane (who is not 50 yet, but will be soon enough) are all some of my favorite toons to play.
I would like to maximize their potential, but I simply cannot spend more than 1 billion per toon. I realize that most casual gamers would think this an obscene amount for a "part-time" character, and conversely serious gamers will scoff at such a limited amount of infamy (which would buy half to one purple IO set, depending), but that is the arbitrary cap I set.
I can go maybe 100 million over that, but I really don't wish to spend any more. I have other characters I still want to get set (my situational characters that I use for specific purposes [the TF tank, the SF buddy-corruptor, etc.,]), and they'll need inf too.
So, for anyone who has the time (and better understanding of Mids) and inclination, here are my thoughts and concepts. These are how I have them set now, and I am NOT married to any of these...
My Widow is my "off-lead" scrapper and buffer. She has most of the claw attacks, and most of the defensives. She uses no travel power but jet pack and ninja run, but I would like her to either have SS or Leap (flight just seems wrong).
My Crab has sort of a "Tank-Mage" set-up with LOTS of AoEs (Leviathan Mastery [no pet] has some great stuff {venom grenade and then Bile Spray is a friggin SICK display on DoTs}), and once again, no travel power but 5 pets.
My Bane is your prototypical "blapper" and, once again, has no travel powers. Just started Mace mastery, and really I have no identity for him, other than he is my blunt-trauma assassin.
I don't have a Fort... never cared for it. And, by the way, I KNOW I could've done dual build for my Spider, but I don't like the backpack if it ain't workin'... call me crazy.
So, any ideas? Remember, other than the inf cap, there are NO restrictions. I want them to be the best they can be with the financial limitations given...
