Well if you intend to do a 30 minute ITF you need to do just the objectives and nothing else. That's pretty clear. Even with doing that you will get shards since there's a fair amount of mandatory 'arresting' in a number of the missions. Did a fairly speedy one last night and got around 5 shards. I can't remember the time, but it must have been around 35 minutes. I think it might have taken the originator longer to recruit the team given that everyone wanted a LGTF.

We didn't do a speed run because we wanted Shards. I ended up with a whopping 3 shards from killing most of the baddies in all the missions. Funny thing though, we did a LGTF too. Done the same way, and I managed 12 shards from that TF. That doesn't count the common component from either TF.
The RNG is random for random people that get random drops randomly.
There I was between a rock and a hard place. Then I thought, "What am I doing on this side of the rock?"

The ITF requires you to defeat lots of foes, so you lose a lot less time to running around doing other stuff that doesn't generate shards. The Apex and Tin Mage TFs are pretty combat centric, too.
