1) No, it doesn't work there.

2) Given the fact Quake is up so often, is an very slot-cheap AOE mez, can be cast from cover and comes with a tasty -ToHit debuff I think you'd be mad to skip it personally.

I agree. Earthquake is one of the set-defining powers of Earth Control. Since so many of your controls don't benefit from Domination, you make up for it by having multiple layers of control; or, the ability to lock down multiple spawns simultaneously. Quicksand+Stalagmites for one spawn, Earthquake for another, Volcanic Gases for a third, Salt Crystals (if you took it) for outliers that you'll get to when you can.

VG and 'Quake are set-and-forget powers: If you don't immediately affect a foe or two with those, give them a couple seconds. No extra attention necessary. For a few seconds, at least.

The benefit of Earth Control is that, on a large, steamrolling team, you always have an AoE control ready. The huge debuffs are a nice bonus. The -defense in Earth let me underslot for accuracy for most of my Dom's career. The -tohit in quake helps when you're building for defense.

The proc actually does work in Earthquake, but not the way you'd expect it to. When you cast the power, it makes one check to proc on you, no matter how many enemies are in the area. When the pet summoned by the power starts attacking, the proc still triggers, but the pet is now the caster. And pets can't be buffed by +recharge. End result: you get one 10% chance to buff yourself on casting the power. Totally not worth wasting the slot.

However, I'm gonna agree with everyone else: Skipping Earthquake would be crazy!

Echoing previous comments...you really should not skip earthquake. That would be like an Icer skipping Ice Slick. This is one of your best powers in the set, and pretty damn close, if not being, set-defining.

Like AYB said...Earth trolling is all about layers...which is kind of fitting as the Earth itself has layers...but we'll skip that lesson. Though...i tend to Stalag+Cages myself and couple QS with EQ since things can sometimes escape the quake. QS keeps them there. But that's just how i roll.

Seriously...proc be damned...do NOT skip earthquake.

Actually Quake is even better than Ice Slick, since Slick doesn't have the snazzy debuffs (It does have -run speed, but it's not like Ice is short of Run Speed debuffs besides it). Ice relies more on Slick though, which makes the lack of useful debuffs even more frustrating.

OP if you skip Quake my Ice Domis are going to hunt you down

Put a damage proc and the -DR proc in there and you'll be glad you aren't skipping it.

This is somewhat debatable. Ice Slick lacks the -ToHit debuff of Earthquake, but has a 1% greater chance per tick to knockdown. That doesn't seem like much, but the power ticks at a rate of 5 checks per second, so actually means about 5% greater KD chance per enemy per second. This means greater overall chance per enemy for a back-to-back knockdown lockout (where the enemy falls down a second time before being able to stand up and fire from the previous knockdown).

Ice Slick (and really, Ice Control in general) also has the benefit of extremely communicative graphics. It is very easy for you and teammates to see the boundaries of the power in order to keep enemies inside it. The graphics thing is actually why I like Ice Control so much as a set; the high animation priority means everyone knows which enemies are locked out and which still need to be handled.

In any case, I agree with everyone else. Earthquake is absolutely unskippable.
