Have you tried to target something other than the Taunter while under the effect? If it's working right, you shouldn't be able to.

I want to say yes I have tried, and yes, I've been able to, but I generally don't notice when it happens. I noticed it on an STF last night, fighting whatever AV has it, and there were no other targets to switch to.
I'll keep it in mind the next time I see I've been Taunted, and have another target to choose.

Which NPC has taunt? I've never noticed it.

Black Scorpion has taunt, and yes it is just for show.
Favorite Hero: Computer (Empathy/Energy Blast Defender)
Favorite Villain: Gimp Computer (Fire Control/Psionic Assault Dominator)
He actually dropped that on me earlier today. I was quite proud of myself for it, considering it was a sign (at least to me) that a blaster had grabbed aggro off of two tanks.
It wasn't such a compliment when I did the same to LR and he kept two-shotting me out of the sky.

White/Black Dwarfs also have White/Black Dwarf Antagonize. From an NPC to a player, the Taunt effect does nothing. And AFAIK, the -Range was never given to NPC taunts.
In PvP, though, it actually forces you to target the taunter.

Painted Ones from the Ghouls have a Taunt too, but I forget what it's called.
Anyway, ran another STF last night, on a different character, and saw the Taunt icon again. I was freely able to change targets, so yeah, it appears NPC Taunt does nothing.

From what I've seen, it puts a taunt aura on the character hit by it. So if they hit the blaster with it, suddenly the blaster is taunting all the Ghouls. I imagine it's to make tanking a little more difficult.

Another factor I think might be involved here is the fact that the Assault power from the Leadership pool provides Taunt resistance. Perhaps that might be why it didn't have an effect.

What, exactly, does Taunt do when used by an NPC on you in PvE content?
I've had various characters hit with Taunt, and I've never noticed anything happen. And if I right-click the icon, it just says something like +400.00%% Taunt.
