The timing of this suggestion...makes me wonder... 
Anyhow, any red toon I have made always runs the patron arcs, so I don't have an issue with them - actually like them, except that mole machine one mission. I could see the devs wanting their content played, especially if a badger wants more badges.
But with GR, and if these weekly strike things become the "norm", well, I can see a point to allow for either badge to work.

Of course I'm suggesting it for the exact reason you think. It is a pain in the butt to form an RSF when not all of my toons have done the arc. I need to do RSFs for my WTF reward. Therefore devs hate villains.
You know, for all the time I spent complaining about this... That particular problem never even crossed my mind. Yeah, I agree with you on TFs unlocked via story arcs in general, and that includes the Caverns of Transcendence, the Ernesto Hess TF and this.

Then there's also the fact that the equivalent hero-side TF doesn't require ANY arcs being completed before you run it.
That's a little unbalanced and unfair, especially when you consider the overall higher level of difficulty of redside arcs versus blueside arcs and the higher degree of difficulty redside in forming teams.
I'd say either STF needs to be "locked" to anyone who hasn't done, say, the Maria Jenkins arc, or the LRSF needs to be "unlocked" just for fairness.
And no, I'm not whining that devs hate villains. I'm primarily a hero player, but I have levelled a few redside toons to fifty and found redside higher level arcs are, generally, harder (though also better written and more interesting) and forming redside tfs is more difficult. Combine both of those with a TF that requires having done some arcs to run as THE main level 50 redside TF and...well...I think it leaves a bad taste in my mouth.

TFs/SFs can't be failed; they can only be given up on when enough of the team decides it's no longer worth even trying to continue and quits.

What does any of that have to do with the -equivalent- arc for the LRSF?
And take all three of those out of blueside and you STILL have more TFs available than you do redside, and STILL have the main level 50 SF locked behind seriously difficult content.
