They're stored on your computer, in your registry. The simplest way to change them outside of the game is using TweakCoH, though you could go hunting for them on your own (Start > Run... > "regedit" > happy hunting!) if you don't want to use any third-party software.

Are the graphic settings for the game stored on my computer and if so can I change them without having to log into the game.
Or are the graphic settings stored on the server and are only changeable by logging into the game?
