how about a revamp to the assault rifle set? one that has a parallel powerset of similar or equivalent energy/laser blasts with appropriate damage and effects complete with separate animations (maybe even have the option with separate guns for both or a single one that would eliminate redraw). choosing a power of a particular tier would block out the same tier on the other half (so choosing laser pulse would lock out slug and vice versa). or maybe some more complicated lockout mechanism.
so you could have your fancy fifth element style uber gun, your original assualt rifle, or a pure sci-fi style energy blaster.

If you can do all that why do you have this sub-quantum portal technology in orbit and not sitting in your garage where you can show it off to all your friends.

1) Sound, noise, output; An Orbital Class Railcannon firing, in atmosphere, would just as likely kill everyone withing a few mile radius from their eardrums cataclymiscally imploding, or simply having their heads pop like ripe melons due to sudden pressure build up and release.
Also, subtlety fail much?
2) Space. Literally in this case. Those things are big.
3) Deniability and defences. Having a thing like that sat in your basement is a sure fir e way to have every meddling cape in the country scrabbling after you. Better to keep it well out of harms way, where long range scanners can pick up anything moving out of atmosphere, judge if its a threat and, if so, neutralise with extreme prejudice.
If you think you're going to get me to monologue all the details about the point defences and blueprints, please, go bug Doc Aeon. Some of us mad scientists have standards.

although a pbaoe that animates the toon grabbing a second rifle from the hammerspace behind it's back, crossing it's arms and firing both in a continuous beam, while slowly spinning in a 360, before throwing the spent second rifle to the ground would be a great alternative t9 or a t8
