Yes you can. Also you can slot the straight rech IO from Adjusted Targeting to help get the recharge down. I think I have my widows ML slotted with the Def/Rech from LotG, Red Fortune, GotA and the Rech from Adjusted Targeting.

Take the Magic: The Gathering 'What Color Are You?' Quiz. IO sets do work. My widow is slotted with Def/Rech from Red Fortune, GoTA, Serendipity End/Rech and 3 pieces of LOTG (Def/Rech, End/Rech, Def/7.5%). Along with about 67% global recharge, it's perma-ML.
Membrane HOs also work. While they are expensive they can help you save slots if you need them.

If you already have an ample amount of cheap recharge set IO bonuses, Hasten, and the alpha slot, you shouldn't have too much problems getting it perma these days. I am using one Membrane HO in my Widow, its more than enough. Franken-slotting Def/Rech set IO's will work too.

So I'm aware that you cannot directly slot recharge into this power, it does take defense sets however. Can you frankenslot this sucker with defense/recharge IOs to stack up some recharge in there or does the recharge portion just not have any effect since it doesn't take recharge enhancements?
