display driver has stopped working shenanigans
Interesting. My character with this issue does indeed have Television as a contact. I also have an ATI card. I have seen two solutions that may help you:
1. Roll back to the 10.9 ATI driver (not an option for me). Or...
2. Open in safe mode to close the window. I can report this works until you next open the Contacts screen.
Little update on the situation here.
Ran another character through all of TV's missions. Before I was crashing every time I opened the contact window, but one TV was no longer in there, it stopped crashing. It checked the inactive contact window, to see if it'd crash there and it didn't. So I'm fairly confident at this point that the TV contact in the active window is somehow a factor in this.
So far I have been able to recreate the bug in the same way using 10.12 and 10.9 drivers.
From a similar thread a while back:
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
Black Pebble is my new hero.
I'm having this problem too - I logged out with the contacts tab open, and then when I tried to log in again, I crashed. (Repeatedly)
Apparently the "stopped responding" thing is triggered when the graphics driver doesn't respond for 2 seconds or so - then Windows decides your graphics driver has crashed and restarts it, which crashes City.
I have no idea how to fix it, though, and I assume that it's just because it takes so long to load the contact list (my L50 does have a lot of contacts).
Edit: I tried turning my graphics settings down and that didn't help, but I've installed the 10.9 drivers (I have a Radeon 5850) and I've managed to log in with Contacts open without crashing. Haven't tried putting Ultra Mode back on in combination with the older drivers yet.
I have a similar issue as the OP with the exact same graphics card and drivers, only I usually get it when opening the Info tab. Also, I have an issue where sometimes the texturing on the character models will go all black and be replaced with other random images- enemies looking like Nuke power icons and such. It's a little frustrating to say the least.

Another data point. I had a character who was in Ouroboros. When I tried opening the arc There's a Sucker Born Every Minute, my Graphics card reset.
It seems like the 5850 cards seem to be prone to this problem although I have a 5770 and have seen the very same error.
It could be a heat related issue. Concerned over some of the video card overheating talk I went ahead and did a case swap. (don't do it unless you love to remove/install motherboards ) The other machine I was able to install 2 case fans.
Anyways, running 10.12 with no issues for the last month with both a 5770 and 6870 card.

Same problem with 5870 here. I tried 10.9, 10.10 and 10.11, and always the same. 10.12 makes the game unplayable (black screen every time I Alt+Tab...).
I did a bug report, and a nice GM told me to lower my "Water effects". And it worked. I just hope that devs are working on a better solution than this.
I've been having a bug lately that caused my game client to freeze and crash when I opened my contacts tab on certain characters.
Usually this'd cause my screen to turn black and the prompt would appear telling me that the program isn't responding, then windows (using vista 64) would inform me that 'Display driver amdkmdap has stopped working and has recovered' (or something similar to that wording).
I'm running an ATi radeon hd 5700 (so my device manager tells me) and was using the 10.12 drivers when the bug first occured. I rolled back to 10.9 as someone in this very forum had suggested to another poster having similar issues, but that hasn't solved my issue.
I've done some looking into the technical forums for similar issues and saw something that just sparked an idea. Someone mentioned somewhere that I can't seem to be able to relocate now about background or secondary 3D or something (I really forgot the term used), such as contacts in the contact window.
Now, with that, I reasoned maybe it's one of the redside contacts causing a problem, since the crashing's only been happening on my redside characters. I've played a few heroes in the same time period as this bug's been affecting me and only the redsiders have been experiencing the crash.
My first thought was maybe it's the TV, because it uses a non-humanoid model. I logged on a character who didn't finish TV's missions, opened the contact window and had the crash, as expected. Logged back on (had to mash the m key to get the game to open the map screen, closing the left-open contact window, as I'd left both attached to the nav bar) and went on to finish the TV missions this character had left. After having no more missions from TV, I tried once again to open the contact window and there was no crash.
Thinking I might have been on to something, I logged on another villain who had TV missions left and tried the contact window again and crashed. Same error. Logged back on and I'm now going to run this character through the missions for a confirm that the bug is caused by what I suspect.
Will report back when I'm done. If anyone has extra info on this, let me know. So far, from what I can tell, the display driver just dies when TV gets in the contact window (but not in the dialogue window).
