Cold/Ice build. This ok?
Few things:
1) You really want to get both of the shields early and slot them for at least two lvl 50 IOs worth of Defense. Arctic Fog, Maneuvers and the shields provide about 30% Defense to the entire team if they're all slotted.
2) While Ranged Defense is good and all that, you could much easier get soft capped S/L/E Def with Scorpion Shield. It covers the majority of all damage in the game regardless if it's melee, ranged or AoE. And you shouldn't even need Fighting or the Glad Armor unique.
3) I'd slot 3x Rech in Heat Loss and Benumb because they're insanely awesome. I'd also slot EndMod in HL so that you don't need to spawndive to get "infinite" endurance for its duration.
Here's my Cold/Sonic build for reference. I didn't specifically build it for Defense, just got what I could on top of the +Rech. For some reason the Mid's build has slightly less global +Rech than my live build even though they should be identical.

I concur with DSorrow's points, namely getting Scorpion Shield is a great boost to softcapping S/L/E unless you do not have Going Rogue. Softcapped to Ranged is good if you maintain that during combat, AoE is simply manoeuvrable but bonuses to E/N won't be as efficient as S/L since the attacks generally have two damage sets to it. I'm not particularly sure about your power choices at their levels so I will assume your playing top-end - Level 50:
- Infrigidate needs far better slotting, combined with Benumb it should be a major part of your power cycle. Recharge/Accuracy should be primary focus - Defence Debuff if you wish to maximise the power.
- Gladiator Armor is not neccessary for an Cold/Ice, there are far better efficient ATs for that IO. 2.5b+/30 A-Merits is just not worth it.
- For what it is worth, I'd bring your purples in as early as possible but you'll need to reconfigure your slotting levels as your early powers have late slots.
- I quite like Frostwork on a Cold Defender, you can achieve it easily on 3 allies, but it is your preference.
- Your toggles have little Enduration Reduction, and while your Heat Loss is 10 seconds away from perma, Hasten at 2s, 1.58/s Endurance/Consumption will be noticeable non-combat unless your going for Cardiac Core Boost.
- Using Frost Breath will bring you closer to your foes so you may wish to re-consider that power choice, even with 60% RES to S/L.
Fury
I actually quite like the original build, with some minor tweaks. I've posted some possible ones below. This version is capped to both Ranged AND Slash/Lethal, and has enough Recharge to make Hasten perma. My main changes are:
- Moved shields earlier in the build
- Dropped Assault for a pet (I'd prefer to drop Fly and move some slots around to do this but kept Fly since you had it in the original)
- Switched to Mace Mastery set, mainly for Web Envelop, which you can use to keep enemies inside your rain powers (I seriously doubt you will need Power Sink with Heat Loss around)
- Changed slotting to Heat Loss to focus on Accuracy, End Mod, and Recharge
- Moved assorted slots around to optimize overall build
Note that you have less Resistance here than you did previously. You could switch to Leviathan mastery with very few changes if you wanted.

Not sure about going the scorpion shield route as I like to have 65ish resists to s/l/e And no need to go close since all powers are ranged. Looking at your build, I see great defence, but as you say almost no resistance. I am not sure how adding capped s/l/e defrence to ranged defence plays out compared to loosing 40+ resistance. I know defence is a lot stronger than resistance, but am thinking layered defence may be better. Of course u also get a little more recharge too (11.3%) in your build as well as a pet. Is the disruptor worthwile or does it die easily? Infrigidate needs more slotting? Well I only use it before benumb, but maybe i should spam it more?
I was sick of my tank so I stripped him of sets (including the glad armor +3 def). What I intend to do with it? Well, I want to do a lot of soloing (did 1/8 easily today), ITFS, and duo with the dark/dark defender of my friend. I dont PvP much, and I guess cold defenders dont win much there. The toon is primarily built as a debuffer, that is why i didn't slot the shields. Will go spiritual for more recharge, hence only two rech in powers (will remove the third from hasten too when i get alpha slotted).
I can say from experience that my Cold/Sonic is much tougher after swapping from a Resist shield to Scorpion Shield. With as few HP as Defenders have it's better not to be hit at all than be hit for some damage, which will often be meaningful even with 60% Resistance.
With slotted shields the Disruptor Bot is awesome. Mine was able to stay alive tanking a Rikti Pylon on each of my tries against them.
As for Infrigidate, I don't think it's needed. Sleet does high -Def as AoE and Sleet, Snow Storm and Heat Loss give you all the -Rech you could possibly need against any target. If you really want to ensure that Benumb hits, I'd just drop Sleet and then hit Aim.
Even if you play the Defender mostly as a debuffer, I still strongly recommend slotting the shields. They are a great benefit to any team. I play my Cold/Sonic mostly as a debuffer, too, I just stop every four minutes to apply shields if needed and then go on with debuffing and blasting.

Were you range capped with resist shield?
Nope, but with S/L/E close to the cap I don't need any Resistance. With the -Rech from Snow Storm and Sleet plus the KD enemies don't get to attack me that many times. I'm not saying Resistance is a bad thing, I just think you could devote powers and slots for something more useful.

With your perspective in mind, I messed around with your original build a little. I could obtain softcap to S/L/E/N/Ranged, and I could probably get F/C up higher since S/L was at 53 and E at 58% so there is a lot of room for change. I think you can maintain that recharge, with softcap to S/L/E/N and say 40% to F/C. Considering my main tank has softcap to all but psi (at 20%) thats really impressive. It also means your ranged can be your backup for psi attacks.
I did however use Scorpion Shield to do so, but that level of defense I just mentioned is extremely survivable.
Fury
The only problem I have with Slash/Lethal defense is that fewer of the really dangerous pure mezzes are tagged for it. Just one of them getting through will kill you very very quickly (and also detoggle Snow Storm). You can't do anything about Illusion Control or Mind Control (sans getting actual Psi defense) since both are tagged purely Psionic but the rest of them Ranged tends to handle. Smash/Lethal protects from some but not others, in particular anything in the Psi Blast set.
Necro'ing this post, I'm sure. Searched for Cold/Ice and this was one of the threads that came up. After reading the builds, and seeing sets used and slotting. How about this build. I understand it sacrifices a lot on the +recharge front. But it does completely soft cap you to Melee/Range/AoE.

I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
The only problem I have with Slash/Lethal defense is that fewer of the really dangerous pure mezzes are tagged for it. Just one of them getting through will kill you very very quickly (and also detoggle Snow Storm). You can't do anything about Illusion Control or Mind Control (sans getting actual Psi defense) since both are tagged purely Psionic but the rest of them Ranged tends to handle. Smash/Lethal protects from some but not others, in particular anything in the Psi Blast set.

if you kite, go ranged
its just as survivable, you get a res shield, and (potentially) you get power build up.
Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.
Which Alpha Slot ability would all you Cold/Ice experts out there recommend, and why? I'm torn with my own choice.
I would lean to nerve for the defense and hold buffs.

I was leaning either toward that, or Spiritual for the recharge so that all my rains and debuffs would be back up sooner. Can't decide.
Definitely spiritual. Nerve's defense buff only makes your buffs stronger by a few decimal places of a percent. Having benumb and sleet up as often as possible is crucial.
My cold /ice fender is only soft capped to s/l and it is cheap. I would have to say that def is far better to have on a fender than resistance and I would also have to choose spiritual as it is better to have the debuffs up more.
