According to chatter in the RO global channel, apparently some characters are getting it while others aren't.
My MM still has the debt protection from last year's event, but that was activated sometime last summer, so it's not so surprising. She's got the Valentines Day mission from several years ago, though.

I noticed I didn't get it on my toons who have participated in last years event,while my new toons got the powers.Maybe thats it.
It seems that characters that still have the debt protection power from last year active are the ones not getting the new powers. I can understand if we don't get a second debt protection but the characters should still get the other two.
I believe there's only 2 powers and one costume part, not 3 powers.

Same here. I logged in one character and she got the temp powers, logged in another, and she didn't.
One of my characters still had Christmas spirit running and an unopened Christmas spirit, so it worked last year. This year it appears to be nerfed.
Frustrating!
Yeah it was 11 where I am and I was reading the patch notes, noticed the power things so I logged in immediately and got no powers 
None of my characters who were active in last year's winter event received the temp powers either.
I have a question about this, if anyone has an answer I would appreciate it.
Do you get the same 'Festive' badge each year, or a different one each year? Last year was the first time I logged in all my alts to get the badge. They all had 'Festive', now my newer alts all got the 'Festive' badge as well as the temp powers. I thought it was a different badge each year, but never checked before.
I was thinking that maybe the temp powers are tied to the badge, so no new badge, no new powers.

To be perfectly clear: I don't recall whether or not I got the big onscreen notification text for the earmuffs. But it did appear in my chat window.
