You might want to slot your powers with more end redux if you plan on running all those toggles.
Yeah, I would say that you definitely need to max out your end reduction in Hot Feet, Mud Pots and WoC. (Assuming they aren't just set mules) Then, you'll probably also need to throw some more end reduction into your attacks.
I've got an Elec/Earth dom, and even with Conductive Aura and no Mud Pots yet, the endurance usage can be tough. I'm usually okay if there are plenty of mobs to hit with CA, but otherwise I can drain my blue bar pretty quickly.
Where might I grab slots to get some for End Red.?

Yes, I would think the Cardiac alpha slot would be first choice for this char.
And you don't really need to get more slots, just better slotting in Hot Feet and Mud Pots.
I'd probably frankenslot them both with 3 Dam/End and the Acc/Dam/End IO from Scirocco. Then, put a couple of procs in if you wanted. Otherwise move the last two slots to somewhere else.
Also, I didn't see it before, but swap World of Confusion for Tremor. IMO, Tremor is a much more useful power than WoC.
After messing around in Mid's, here's what I would do. This build is 1 second from Perma-Hasten with Softcap S/L and much better End management.
Hopefully that gives you some ideas. Also, I am not sure why you had Indomitable Will. You already have perma-dom which gives you the same thing, and the Ice APP makes S/L cap much easier. Plus it has Sleet!

4 slotting hasten is rarely a good idea and with the alpha slot even less so. I'd also suggest taking combat jumping as early as possible and slotting it with the kismet +6% to-hit unique.

Your endurance usage looks a lot better in the second build.
Here are some slotting changes I'd make:
Sleet (-1 slot) : With it's high end cost I'd frankenslot it with two rech/end and the proc
Stone Spears (-4 slots) : The DPA of this attack is terrible with its long cast time and low damage
Seismic Smash (+2 slots) : A solid attack that deserves 6 slots; I'd put 5 of the Hecatomb set here so you don't lose any recharge
Heavy Mallet (+2 slots) : Another solid attack; I'd add the Mako quad and triple to round it out (or the PvP equivalent since its set bonus is better)
Combat Jumping: (-2 slots) : I'd only slot it with the 7.5% LotG and the Kismet unique
Brawl (+3 slots) : Slot it with the Kinetic Combats that would of gone into Seismic Smash
You might also want to consider slotting the defense toggles with Enzyme HOs. They provide good +defense and +end redux.

And can some one give me a rough estimate to how much this will cost? I have access to several billions of influence, but would like to know how much so I can get it all in one place before I start building.
Probably looking in the neighborhood of 8-10 billion depending on how long you're willing to wait. The Armageddon, Apocalypse, and Ragnarok sets cost roughly 450mil per recipe. I recommend using Alignment merits for the LotG 7.5s to save some cash.
Heres what im rolling on my fire/earth. Btw is one of my favorite toons, love the smashiness of earth and the fire holds/imps. Heres how i slotted mine for more reference and another opinion.
Took fire mastery for the concept and also for rain of fire..love having another aoe..the self rez is priceless imo for when things get tough and i faceplant, im up in secs and pop the frenzy power and im back in permadom. <---i love that. Also the fire shield for fire/cold resists while maintaining 30 s/l def.
I have the cardiac radial boost(tier 2). so my resist are +3 higher on my s/l..so its really 61%. and fire /cold went up a point or 2.
The end reduction from the alpha slot has really helped my end management. I dont have to worry about running out now and with dom filling up my bar every 75 secs i can fight all out and not pop blues.
Also keep in mind with the top tier Alpha slots, one of them is gonna give 45% end reduction and 2/3 of it will not be affected by ED.

For the one you got, you could have two and be half way to a third.
Even on random rolls, 20 merits = 1 recipe. 50 merits and 20m inf = 5 rolls when converted to hero/villain merits.

Can someone please explain to me how the Cardiac boost Alpha Slot works numbers wise. How much does it actually help?
I'll keep tinkering with it. I made a few changes and all numbers look good except endurance.... I will run it over on test before I do anything on live servers. Thank you all! I will keep you guys posted on when test is done in case any of you want to come kill some things with it.
The cardiac boost, and all boosts for that matter, apply an enhancement value to all powers that can be slotted with that particular enhancement. Essentially it is like slotting all of your powers with say, End Reduction. Here's a lowdown on what you can expect at Tier 2:
