Slot for recharge and EndMod.

Grab the PerfShifter and EffAdaptor the EM/Rech and EM/Acc/Rech.
4 Slots, 91.78% recharge and EndMod. Replacing both EM/Acc/Rech with a single EM and a Rech generic nets you an identical value.

Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.

I did that too, en route to my perma AM + perma Hasten build.

Yeah, since AM decreases recharge, like Hasten, that means that like Hasten, the more often it is up, the more often it is up. Because it shortens its own recharge.

Recharge is thus probably the most important thing you can put in it. End mod would be second, since everybody needs more End. (And you can probably recover more additional End over its duration than it cost to cast it, so that's more efficient than regular End as well)

Well, on my Rad/Rad Perma AM/Hasten I slotted AM with EF all the way to the 6th slot... But if you´re looking for Perma you can´t think only on how you slot the power itself.
I also pretty much made my whole build around Recharge, with my Global being +182,5% of Haste as Mids say. This means that every 118 sec I can hit the button on those powers, and as they last for 120 seconds...
Of course, with the new Alpha slot EVERYTHING will have to be tought again, so my build is outdated... Well, it was fun to spend those 2 bill info (I believe that was the total in the end), hope I can do it again. LOL

If you exemplar below 45 (including Oro arcs) Incarnate abilities won't apply, so if you like doing that, there still may be a point to slotting as if Incarnate did not exist.

But if you are exempting below that level then depending on the level our your IO sets you may also be losing many of those.

I am looking at the Alpha slot as nice to have instead of the whole build going around it.

Either of these are my vote as well. My Fire/rad (controller) had enough recharge that I could get away with only 4 slotting it like Hyperstrike.

My normal slotting is 5 Efficiency Adaptor and a common Recharge to replace the EndMod/Acc . . . unless I have enough Global Recharge to make it perma or nearly so, and then I put that last Efficacy Adapter in there for the 5% Recharge.

I also do this. It grants a 73% bonus to recharge speed, 26% endurance discount, and +101% recovery. Not to mention six-slot Efficacy Adaptor gives you basically all the best set bonuses in the game - +health, +recovery, +regen, +damage, and +recharge.

As a rad/rad I highly reccomend the effort it takes to get six maxed out EAs.

If 4 slotting, I use the listed methods above.
If 5 slotting, I use 2 Efficacy Adapter and 3 Performance Shifter for the +hp bonuses in each.
If 6 slotting, I probably haven't bothered putting IOs into the Mid's build. >.>

And because I like using Blizzard a lot, I also slot Power Sink the same way.

If you wanted to be funny, you could always go 3 Recharge and 3 run speed.

It's fun in Speed Boost.
