However it seems to me the Helmet issue isn't as much about the helmet as it is about what the helmet represents. Stallone wouldn't simply take his ego out of the equation and wear the helmet, he had no respect for the source material.
The director didn't have the spine to stand up to Stallone and do the movie his way with respect to the source material. The movie ended up sucking, and additionally not being very true to the source material at all. the Helmet is simply emblematic of that.

With the exception of Hugo Weaving as V, most actors seem to despise hiding their face while acting. Recent example is someone here complained that The Cape kept pulling off his hood. Now whether that's the director stupidly afraid that the viewer won't recognize the main character or that the actor wanting more face time on camera.

Schneider's character was added during rewrites because they wanted comic relief and he and Stallone worked well together in Demolition Man. Everything that was wrong with Stallone's Judge Dredd lies squarely at the feet of the suits, probably at Cinergi.

Well I like how that site mentions that John Wagner visited the set and liked what he saw.
The movie is currently in production, filming in South Africa. Just recently co-creator John Wagner visited the set and had this to say about Urban's Judge (via Wagner's facebook):
"I just had a brief conversation with Karl, he's much too hard at work to spare a lot of time. There was one shot where the camera focused in on his face, a reaction to Anderson, and I swear Carlos could have drawn that scowl."
If a creator of Dredd is pleased, that is a good sign.
