Can you play villan ats on blue side without going rogue?
Nope. Unfortunately you have to start in Praetoria and get to 20, then choose to be a hero, or start off as a villain and go Rogue to Hero.
Short Answer - No
Long Answer - No because the way that a Corruptor (or other Villain AT) gains access to blue side is by either starting as Praetorian and then choosing Paragon City when they leave at level 20, or by running tip missions to get the appropriate morality mission which will change your alignment. Both of these require the Going Rogue expansion.
NOTE - you can still get tip missions without GR but you do not get the morality missios which changes your alignment.
On the other hand, you could still start leveling your Corruptor because you can start working towards the alignment shift at level 20 the earliest. This way you could have your Corruptor set at level 20 when you actually buy GR.
I don't know how much you play, but I guess it would take you some time anyway to get to 20 unless you PL.

So there is no yes and no its just no, that kind of sucks, hmmm well maybe I can revive my dark/dark defender I really wanted to make a dark/dark corrupter for the extra damage anyways does anyone know the differance between the 2?
And is there any new content for heroes side lately? I enjoy it but found the missions a bit repetitive, I know there are player story archs now so are those pretty fun?
Yea its a bit on the expensive side and probably cannot afford it until next month and I want to play a corrupter, so I thought since we do not get 30 days free anyways for new accounts for getting going rogue then I might as well revive my old account it has a bunch of in game items anyways.

On the bold bit - if you buy (either through the digital NCSoft store OR another route) Going Rogue - COMPLETE EDITION (CE) and NOT the expansion, you will get 30 days included in the price. This applies to ALL accounts - both new accounts and upgraded.
And it includes the item pack (worth about $7 US).
So the better value is the one with the base price of $40, not $30 - the $30 "expansion only" version was for pre-purchasers who were granted early access - no more early access, so it's not worth it.

The level 50 Arcs dealing with Praetoria got updated real nice

Main difference between Corruptors and Defenders - Corruptors get Scourge - a Crit that can happen if your target has less than half health. Also, they base attack numbers are greater than, and base buff/debuff numbers are less than, Defenders.
Defenders get vigilance - a 30% (at level 20, it scales up to there from level 1) damage buff that goes 10% for each of your first three teammates. It also gives you a endurance discount when one or more teammates have damage - the more damage (and more teammates damaged) the bigger the discount.
