Blue bar in XP bar?
Its called Patrol XP. As long as you have any blue bar left you will earn double xp until your blue bar is all gone. You can have a full 10 bulbs of Patrol XP, you earn a bulb of Patrol xp every 24 hours you are logged out of the game.

Also any XP debt received for being defeated is first taken from any patrol XP you may have accumulated.

Technically, it is immediately paid out of Patrol XP. This means it will still count towards the debt badges, even though you're never actually in XP debt.
Not to be nit-picky, but I don't think it's double, I'm pretty sure it's x1.5. But, still the main point stands, it's bonus XP that you don't get in a lump, but gets doled out as you earn other XP via normal methods.
You also don't benefit from (or use it up) from defeats within Mission Architect missions.

In addition to AE defeats, the following ignore Patrol XP bonuses:
-Mission Complete bonuses
-Story Arc Complete bonuses
-XP from finding Exploration Badges
-Any source of XP anywhere in the game that doesn't come from smacking a "real world" bad guy in the face.

I personally find this the bigger advantage of Patrol XP. As long as I still have Patrol XP left, I know that I will not slow down the rate at which I am levelling, merely end the session a little sooner.
