If there were an issue update based entirely on the environment...
Um... Yeah, you do. What 2D objects?
I realise this is a hypothetical question, but the likelyhood of having an issue that's entire on ANYTHING is nil. They've said this before. They're not going to focus on any one thing at a time to the exclusion of everything else, because then few people get what they wanted and everyone complains.
I don't think there's any good way to fix cars in the city without completely revamping the system for handling them. You can't have more cars driving faster if they just "push" us out of the way. Just scripting many cars to move on roads where they have to watch out for each other is a feat, and if you really want to make them work, you have to make them interact with heroes in a better way, potentially running us over, tossing us down the road or at the very least crashing into us if we happen to be protected. I'd like to see it, but I don't see it happening.

There are plenty of 2D things in the game. If you look around, on the sidewalks, in stores, even in mission maps. There is a bunch of little minor things :P

Earth Mace - Willpower/Stone Tank - 50 ~ STAR CAULDRON - Fire/Kinetics Controller - 50 ~ Digital Thug Leader - Thugs/Poison Mastermind - 50 ~ Do-Rag - Sonic/Energy Blaster - 50 ~ Mystery Juice - Archery/Energy - 50 ~ Human Crab - Arachnos Soldier - 50 ~ Apollo's Messenger - Fire/Fire Blaster - 50 ~ iBarrage - Energy/Energy Brute - 50
He's talking about sprites instead of rendered objects.
I would also like to point out that things like traffic lights are the responsibilities of a state government, not the federal government. So blame Rhode Island.
"You don't lose levels. You don't have equipment to wear out, repair, or lose, or that anyone can steal from you. About the only thing lighter than debt they could do is have an NPC walk by, point and laugh before you can go to the hospital or base." -Memphis_Bill
We will honor the past, and fight to the last, it will be a good way to die...
I thought he was talking about sprites, too, but:
A) There aren't any real sprites in the game outside of power effects that I can think of.
and
B) His description sounds more like textures with fake, painted-on depth, like shot windows, market counters and so on. And I'm really not sure what could be done about those.

I'd fix the bumpy, un-smoothed textures in the Snakes Caves maps, and others, which I must have bugged a hundred times and yet they still look like someone turned off the smoothing code before the final render.

GG, I would tell you that "I am killing you with my mind", but I couldn't find an emoticon to properly express my sentiment.

The damn shadow flickering in Praetoria with ultra mode shadows.
Branching Paragon Police Department Epic Archetype, please!
If there were an issue update based entirely on the environment...
I would recomend:
-I would do something about the cars, the same models have the same license plate numbers, and they constantly are running people over and colliding with each other. And it's not uncommon to see a hero running faster than a car...
-Anyone else notice how all of the stoplights are broken? Isn't the government supposed to fix those things? (Get Obamma in here!) This would fix the car problem too :P
-Those cars can make some tight turns!
-does CoX have a tow service? I've seen the same car parked in the same spot everyday since I've started playing this game. Doesn't that ruin the car engines or something?
-2D objects? need I go further?
-How about some extra pieces for the base design? (NPCs to operate the many computers would be kind of cool!)
