Do you bother with brusing?
Every tanker is stuck taking their t1 attack. If you are solo'ing of fighting something that will survive more than a few seconds in a team most low to mid level tankers need to use their t1 to have a saturated attack chain.
Many of the t1 attacks end up being phased out of optimal attack chains in later levels, but that is unlikely the case anymore as the t2 that generally would be subbed in to place rarely has a better enough dpa to make up for the -res boosting all your attacks and procs.
The net gain isn't as good as it would be if they had tagged bruising to work on both the t1 and 2 attacks (but obviously non-stacking as it is now), but it is still a gain in most situations barring those where you kill the target before needing to cycle to a low damage attack.
The addition of gloom (plus apoc) and bruising now being added to damage focused tanks should result in them seeing a sizable increase in their dps and even medium time frame burst.
I haven't used it leveling, but I've been appreciating it both at 50 and exemplared down. It's a good ST dmg boost solo, and on the Synapse I was on today, I felt good that pooting in the boss's face with Scorch was increasing the whole team's damage.
It's not ZOMG, but I feel it's worth taking advantage of.

But then, I always used the tier one attack with my tanks.

I've used my t1 attacks in all my chains. My theory is I HAVE it so I may as well USE it. It doesn't recive priority in slotting, it only gets leftover slots. Bruising is just another tool in the shed to use, and enhances a Tankers use in team play.
In all my tankers, i've reworked their attack chains to include the t1, so that bruising is always up. I figure the -20% resistance is boosting my DPS, and allows me to have less recharge on a full chain (as adding another attack to it, even if i only have to use it often enough to keep bruising up, requires less recharge to keep cycling attacks)
I use it on both of my tanks. Gloom, Midnight Grasp and KOBlow are just glorious after Soul Drain/Rage and Bruising.

Yes. The damage boost is significant running solo. Also helps on endurance. Right before they launched it, it was taking 4 attacks to defect an even level minion. Now it only takes three attacks. Thats been a huge boost to soloing.
I'm working on an Invuln/Dual Blades tank that will be geared toward soloing AVs by utilizing Bruising, an Achille's Heel -Res proc and a Fury of the Gladiator -Res proc (if I can save up enough money/merits for it)
Without Bruising I have doubts about it being possible. With it, it should be doable.

I love it on all my tanks. Not only does it boost my damage output, but it's easy to keep applied and on a fast recharge (on my secondary, at least). Plus it also helps the team. Used it on a Scrapyard takedown Saturday. I'd like to think it helped quite a bit. :P

One of my favorite Tankers had the good fortune to have six-slotted his Tier one attack during my IO buildout...and put a Purple damage proc into it, too. Now that that attack does Bruising, it's very nice -- rapid-recharging, frequent hard-hitting proc, and the Bruising debuff for my big hitters. I've done 594 and even over 600+ damage with my big hitter following Bruising. It doesn't move my overall sustained damage per second to Scrapper levels, but no Scrapper would be embarrassed to turn out a 600-point hit at level 50.

Do you use it when lvling? Or is this one of the those seems 'aweome on paper but useless in practice' type of things?
