Praetoria - Staying, Leveling, Possible stuff?

After I19 you will be able to return to Praetoria
#1: Can a toon stay in Praetoria, as in NEVER do the exit to Prime Earth mission?
Yes. You'll run out of contacts, but yes.
#2: If they stay, can they still level by exemplaring passed 20? [As in level from 20-50]
Yes. Actually, you can do normal missions past 20. Just like in Paragon City, if you have started an arc you'll be allowed to continue it. So you can definitely get to at least 21 on your own missions. That's as far as I've gotten before leaving Praetoria.
#3: Are there any ways to unlock capes in Praetoria or costume slots? [I know there is a halloween salvage witch already.]
I don't think so. I only know of one tailor and she does not offer any missions (last time I talked to her, a couple weeks ago).

Somebody in Praet. broadcast mentioned hitting 50 while never training past level 2. Outside of what has been mentioned, getting enhancements would be a pain.

I ask because I've been thinking about keeping a toon in Praetoria for character reasons. Thank you.
