It's a red silk tassel of the sort you see in Chinese decor. I'm not 100% of the significance but I believe it's a good luck symbol. Someone conversant in the symbology of the culture I'm sure could fill us all in.

Red is the symbol of good fortune and prosperity in Chinese culture (hence the reason you see it often used so prominently) - almost every wall/ceiling hanging accessory has a tassel like that at the bottom if it's meant to bring good fortune into the home.

Funny. I always thought it was some reference to witches, Croatoa, etc., that I didn't quite get (looks kind of like a broom, too). The Chinese thing makes much more sense.
