If you're seriously thinking about the Praetor angle, why not assume the Praetor global name identities of Protector players? Would be easy to do and wouldn't require any lvl'ing up. Just log in, find a random player, /getglobalname and then screenshot the costume. Roll a new toon with that costie, change up the colors some, and name it Praetor <global name>.

Protector would need all the redname support they can muster if a full Justice invasion happened. Too bad the date is one that I can't make.
I don't remember all these supposed awesome ideas I had. Sorry Philly. 
However, I like the Praetorian theme. Would be fun and easy to do. Some other ideas:
Down the Rabbit Hole - would be easy to recreate White Rabbit, Mad Hatter, Alice, playing cards, etc.
Evil Petting Zoo (with apologies to Dr. Evil) - dogs, cats, birds, etc. But evil.
Barely Legal - How close can you come to copyright infringement without crossing the line?
Over the Rainbow - Scrappers, and Blasters, and Tankers, oh my! Could either recreate characters or do characters that look like rainbows (stand together with a friend and see how long someone ask what you mean).
Let me think on this a bit, and I'll see what else I can come up with. Been a long day.

I suppose we could create a global channel though its not absolutely necessary. OK I made a channel called Justice Invasion 2010 in case people want to join!
