Because all of the above CAN annihilate your defense, but its not often that they DO. It's the magical rule of random number generators and proc chances.
Basically, the more def you have, the harder it is to get destroyed by a CDF, because it becomes more difficult to land attacks against you that would start that chain reaction.
The only thing I can say regarding this topic is that for Regeneration Stalkers Dull Pain now gives you a smaller Improvement over no Dull Pain than it used to, because the HP cap is so (too imo) low. You still cap out at the same place, but that is now a smaller gain over your baseline performance than it used to be.
You shouldn't be any weaker than you were before, but if you're the kind of player who notices relative levels of improvement from the use of a buff Dull Pain may seem nerfed to you.
My hope is that in i19 Castle will see fit to increase the Stalker HP cap to about 1900 or 2000.

Yes, this applies for targeted attacks. But when you come across anything with an Earth Control element, it's game over. :P

When I'm sitting on upwards of 152 hp/sec reasonable s/l resist and have click heals, I can get by without defense for a time. Against some enemies forever. Only spiking big hitters can get through that.
My original /regen scrapper reached level 50 with zero defense and spent most of her time fighting carnies and rularuu because they have crappy lethal resist. Those are two of the tougher groups in the game. Don't need defense to take them. If you want to run at +4/x8 yes you need defense.
But depending on your favorite difficulty setting stripping away set bonuses won't break the character.

Long ago, my warshade was my favorite and most often played character. He was awesome, unstoppable, and downright tankmagey. Then I stopped playing him for a few months.
Time passed, but I came back to my old favorite to do some TFs and generally lay waste to enemies like the old days.
I failed. Hard.
Taking time away from a character will not only lower your ability to play that character, but it will distort memories of said character.
