Tips for beating Noble Savage
Purples my friend, Purples. Stock up on purples. What is nice is when you hosp in praetoria, there's a nurse there where you can restock

My experiences with Noble Savage actually lead me to recommend reds over purples, just because his Regen is obscenely, brokenly, stupidly high. You'll probably still want a couple purples, though. Regardless, taking on Mr. Noble and achieving success is honestly going to depend at least a bit on luck as well.
The good news is that most of the times you fight him, you only actually have to get him to half health. The bad news...
If you're looking at temp powers, Envenomed Dagger does a lot of damage and includes -regen as a side effect.
I can't say I ever had trouble with Noble Savage, but I ran through Praetoria on a Fire/Dark Corruptor, KM/EA Stalker, MA/WP Scrapper, and SM/ElA Brute. None of them had any particular trouble dealing damage, and with the Stalker the fight was over almost as soon as it began (I had a couple of reds).
it has gone from unconscionable to downright appalling that we have no way of measuring our characters' wetness.

Thanks everyone! I'll try the Envenomed Dagger for sure.
The reason I didn't try purples already is that I have limited Insp space and I wasn't sure whether they'd help that much considering that FA has no defense to start with.
I also just remembered that I can have one of my 50s send this character some Tier 3 insps, which should help alleviate the problem of not enough inspiration space.

Well, I suggest you find an artist better than him and have them both try to draw something with a 10 minute time limit. David's good but I don't know if...
...Oh wait, you meant the character not the red-name. My bad >_>
-STEELE =)

Allied to all sides so that no matter what, I'll come out on top!
Oh, and Crimson demands you play this arc-> Twisted Knives (MA Arc #397769)
3 reds, 1 yellow, the rest greens, that combo should work on almost any low-mid level EB

What finally worked was Envenomed Dagger and a bunch of Large inspirations, primarily purples and reds. Whew!
Thanks again to everyone for their suggestions.

I've got a level 16 Fire/KM tank that's stuck on the second James Noble mission. I know I don't have to beat him per se, but I can't even get his health down to the point where he'll talk to me. He hits so hard that I run out of HP, end, or both first.
I tried loading up on reds, yellows, greens and blues, (as least as much as one can at level 16) to no avail. I've tried ducking out of the mish when my health gets too low, but he's healed up to full by the time I re-enter the mish.
I've considered waiting for another level, but I'd prefer not to start another arc, and there doesn't seem to be a way to do anything like radio missions in Praetoria.
Any suggestions (other than "get a team") for how I could better my odds against this guy? Are there any temp powers that are likely to be particularly useful?
