Yes, I backtalk to NPCs all the time, either in /team or /local. The game then delights in making me regret it because while I am standing there smugly, I almost invariably miss the ambush that comes up behind me and stomps me.
Still fun, though.

I talk in local all the time. Occasionally to NPC's. Sometimes even to other actual people.
Mostly to myself though.
Oh, once when I was doing that one Ouroboros mission from the Pilgrim featuring the 5th Column, when that one 5th Column minion said "There is no way the 5th Column can be defeated!" I responded with a simple "Heh."

And I like the idea of making an NPC style character just to spout random phrases at passing heroes. *Sigh* If only I had more slots than 36...
