If I slot that enhancement into Build Up, can I get the Gaussian's build-up on top of the Build-Up power's build-up? I.e., a double build-up?

Yes but some consider this a conditional use of the IO. Most would keep it in Tactics that way when Build Up is charging you are still getting a chance at the bonus Build Up

If its sloted into build up you get a 5% chance of it going off when you hit build up. Not like tactics where its 5% ever 10 sec.

The only reason I would slot it in build up is to complete the set for the defense bonuses that Gaussian's provides. A bump to all three positional defenses from one set is pretty nice.

It made more sense to me to put it into BU rather than Tactics, as at least then, I've got a little more control over when it fires and when it does go off, you make such a glorious mess of your target
Ever since they added a buff icon to indicate that the proc's fired (the SR/Quickness icon, by the look of things) it's so much easier to notice it's actually gone off.
